In April 2008, the Southern Axis Road Construction Investment Project of Hanoi (formerly known as the Southern Axis Road Construction Investment Project of Ha Tay province) was implemented.
The project is about 41km long, passing through Thanh Oai, Ung Hoa, Phu Xuyen districts and Ha Dong district with a total investment of VND6,076 billion, implemented under the BT (build-transfer contract) form.
By 2018, the project had put into operation 18.5km from Ha Dong to the end of Thanh Oai district. The remaining 23km is under construction, including 14km in Ung Hoa district and 9km in Phu Xuyen district.

In Phu Xuyen district, the final section of the project passing through Chau Can commune (bored with National Highway 1A) is currently stuck with the site clearance of 9 households with factories and assets on public land managed by the People's Committee of Phu Xuyen district and the People's Committee of Chau Can commune.
The cause was determined to be due to difficulties in supporting and compensating for site clearance of 11,443m2 of public land, agricultural land, and production and business land in Cau Gie village of 9 families and individuals. Among these cases, the family had the largest factory with an area of over 3,000m2, the smallest was nearly 350m2.
This area is mainly the land of annual rental and public land managed by the Commune People's Committee with a factory on the land located at the end of the southern development route south of the city adjacent to National Highway 1A for many years, which has not been cleared because the parties have not yet agreed on compensation, compensation and support.

A representative of the Phu Xuyen District Land Fund Development Center said that the unit has proactively coordinated with the district's specialized agencies and the People's Committee of Chau Can commune to verify and clarify the origin of each plot of land of 9 households and individuals currently used as factories for production.
Along with that, coordinate with Chau Can Commune People's Committee to repeatedly organize propaganda, mobilization and dialogue with households to clarify the nature of the problem to ensure the rights of the people, as well as ensure compliance with State regulations in organizing the implementation of site clearance for project construction.
Thereby, it will be the basis for the District People's Committee to issue documents and conduct measurements and inventories of land and assets attached to the land before conducting payments, compensation, and site clearance for land acquisition according to regulations to implement the project. However, after many propaganda, mobilization and dialogue sessions, there have been no results.
To prevent the project from being delayed any further, on April 28, the People's Committee of Phu Xuyen district issued a series of decisions to organize the compulsory recovery of 11,443m2 of public land and production and business land of 9 families on May 15.
In the coming days, the People's Committee of Phu Xuyen district will continue to mobilize households to accept compensation and support, to avoid having to organize compulsory land recovery to cause damage to households and local authorities.
