To serve the construction of the clean water supply system from Km4+700 to Km5+800, from October 23 to December 23, 2025, Provincial Road (TL) 422 will ban cars from circulating from 10:30 p.m. to 4:30 a.m.
According to the announcement of the Hanoi Department of Construction, the traffic diversion plan on TL422 through O Dien and Lien Minh communes stipulates: when constructing digging along TL422 from Km4+400 to Tram Troi intersection (Km6+750), all cars are prohibited from circulating from Km4+700 to Km5+800, only allowing motorbikes and rudimentary vehicles to circulate in two directions.
For the TL422 section from Km4+400 to Km4+700 and from Km5+800 to Km6+700, cars with 9 seats or less are allowed to travel in one direction from the TL422 intersection - TL422 branch road to Tram Troi intersection (National Highway 32.); motorbikes and rudimentary vehicles are still allowed to travel in two directions.
The Department of Construction also prohibits all trucks and passenger cars from traveling through the construction area on TL422, from TL422 intersection - TL422 branch road (Km4+400) to Tram Troi intersection (Km6+750). Vehicles that need to go to National Highway 32 will move in the direction of TL422 - Tan Hoi - N12 - National Highway; In the opposite direction, vehicles traveling from Tram Troi intersection to TL422 will go in the direction of National Highway 32 - N12 - Tan Hoi - TL422 intersection - TL422 branch road.
This traffic plan is applied between 22:30 and 4:30 am, from October 23 to December 23, 2025. The Hanoi Department of Construction requires the investor and the construction unit to coordinate with the traffic police force and local authorities to set up remote and on-site traffic checkpoints to guide people on the road.
The construction unit must fully arrange barriers, markers, signs, night lights, warning lights and soft fences on the construction site to ensure the safety of people and vehicles; at the same time, arrange staff to guide and direct traffic at the site to avoid congestion.
During the construction process, the units must keep the site neat and not let materials spill onto the road; vehicles transporting materials in and out of the construction site must cover, wash the cakes and under the road, and fully implement environmental sanitation measures, not affecting the surrounding residential areas.
The Transport Inspectorate is assigned to coordinate with relevant units to monitor and evaluate the traffic situation on the route, promptly propose and report to the leaders of the Hanoi Department of Construction to adjust the traffic organization plan when necessary.
