On the afternoon of October 23, the Traffic Police Department (CSGT) - Hanoi City Police informed that from October 25 to October 26, 2025, at the National Convention Center (No. 2 Thang Long Avenue, Tu Liem Ward), the Opening Ceremony of the United Nations Convention against Cybercrime and sideline events took place, Hanoi City Police divided traffic and organized the following routes for vehicles:
From 6:00 a.m. to 10:00 p.m. on October 25, 2025 and from 6:00 a.m. to 4:00 p.m. on October 26, 2025, trucks with a total design weight of 1.5 tons or more, passenger cars with 16 seats or more (except for buses, garbage collection vehicles, incident handling vehicles, vehicles with protection badges, vehicles of the Public Security and Military forces and other priority vehicles as prescribed by law) are temporarily banned on the following routes:
Kim Ma, Nguyen Chi Thanh, Tran Duy Hung, Pham Hung (from Me Tri to Thang Long Avenue), Do Duc Duc, Mieu Dam, the elevated Ring Road III (from Ho Tung Mau to Thanh Tri Bridge and vice versa), Thang Long Avenue access road (from Pham Hung to the Provincial Road 70 overpass).
In addition, other vehicles participating in traffic are also restricted from circulating on the above routes and time frames.

During the temporary ban and restriction of vehicles, Hanoi City Police organizes directions for vehicles to circle around, avoid temporary ban areas, and limit vehicles as follows:
Vehicles from the Eastern provinces (Hai Phong, Hung Yen, Bac Ninh, ...) to the Northern, Western, and Northwestern provinces (Phu Tho, Thai Nguyen, Tuyen Quang, ...) travel along the route: Thanh Tri Bridge - Hanoi Expressway, Bac Giang - National Highway 18 - to Phu Tho, Thai Nguyen, ... and vice versa;
Or vehicles from the Eastern provinces (Hai Phong, Hung Yen, Bac Ninh, ...) to the Western and Northwestern provinces (Phu Tho, Son La, Dien Bien, ...) travel along the route: Thanh Tri - Do Muoi - Ngoc Hoi - Phan Trong Tue - Cau Buu - Phuc La - Le Trong Tan - National Highway 6 - to Phu Tho, Son La provinces, ... and vice versa.
Vehicles from Vo Van Kiet Street, Thang Long Bridge to Thang Long Avenue: follow Pham Van Dong - Ho Tung Mau - Cau Dien - National Highway 32 - Provincial Road 70 - to Thang Long Avenue and vice versa.
For other routes and vehicles, comply with regulations on the operation of vehicles in Hanoi city.
Hanoi City Police require all vehicles participating in traffic to be alert, strictly comply with the Law on Road Traffic Order and Safety and follow the instructions and traffic flow of the authorities; when encountering vehicles with priority signals on duty, they must urgently change direction to the nearest level crossings and intersections according to the instructions of the authorities to give way to the priority vehicle convoy.
The Hanoi Department of Construction is requested to base on the traffic diversion notice to direct functional units to adjust the route of passenger bus routes, limiting operations on the routes according to the notice.
Hanoi City Police announces that all traffic participants know, comply, choose a suitable travel route and support the police force to complete their tasks.
