Hanoi requests temporary suspension of construction, strengthening traffic diversion to ensure safety and prevent congestion to serve the 2026 high school exam.

Hanoi Department of Construction has issued a document requesting the synchronous implementation of solutions to ensure traffic order and safety, combat congestion, and serve the 2026 High School Graduation Exam and the 2026–2027 school year entrance exam.

Faced with increased travel pressure during the exam season, Hanoi City has implemented many solutions such as stopping construction, organizing traffic diversion early, and strengthening regulation forces to prevent congestion at exam sites and key traffic axes.

Accordingly, the People's Committees of wards and communes are assigned to review, inspect and promptly repair damaged traffic infrastructure structures, ensuring smooth road surfaces. At the same time, strengthen the maintenance of traffic safety systems such as painted lines, signs, technical infrastructure... to meet travel needs during exam periods.

Localities must also direct police and militia forces to organize checkpoints and divert traffic at intersections and roads near exam sites, to prevent congestion. The situation of stopping and parking in violation of regulations, encroaching on roads and sidewalks, especially in the school gate area, will be strictly handled.

Along with that, strengthen inspection and handling of violations of railway and inland waterway traffic order and safety; proactively plan to support candidates and parents when heavy rain and flooding occur; and at the same time temporarily suspend construction activities that affect traffic during the exam days.

The Department of Education and Training is assigned to direct exam sites to closely coordinate with functional forces, arrange reasonable parking areas for candidates, teachers and parents, avoiding congestion. At the same time, promote propaganda on complying with the Road Traffic Law, and provide complete information about exam locations and times to relevant units.

The Traffic Infrastructure Maintenance Board has the task of strengthening patrols, promptly overcoming damage, maintaining a safe and smooth traffic infrastructure system; arranging forces to be on duty 24/24 hours during the exam to handle arising incidents.

This unit also coordinates to review and handle "black spots" of accidents, adjust traffic organization and develop traffic diversion plans when heavy rain causes localized flooding.

The City Technical Infrastructure Management Center is assigned to prune green trees, ensure lighting, repair manholes, maintain drainage systems, and limit flooding in the exam area. Meanwhile, the City Traffic Management and Operation Center improves transport capacity, meeting travel needs during the exam days.

The Traffic Inspection Department will coordinate with the traffic police force and related units to organize traffic diversion, traffic guidance, handle violations in the exam area, and proactively plan to ensure traffic in bad weather conditions.

The Hanoi Department of Construction also assigned the Traffic Infrastructure Management Department to monitor, urge, and promptly advise on handling obstacles in the implementation process, ensuring that solutions are implemented effectively, contributing to serving important exams in the Capital.
