On September 26, Chairman of Hai Phong City People's Committee Nguyen Van Tung inspected the site clearance of family and residential areas using national defense land at projects in the master plan of Cat Bi International Airport in Hai An district.
The projects that Hai Phong is preparing to implement are part of the master plan of Cat Bi International Airport, including: Cargo Terminal Construction Project, Passenger Terminal T2 Construction Project and Aircraft Parking Expansion Project.
Accordingly, the project to build a cargo terminal (under the civil aviation planning area) has a scale of 8.67 hectares. Currently, this area is under the management of 3 units, of which: Division 371 has 5.44 hectares of cleared land; Brigade 602 (receiving the transfer from Hai Duong Meteorological Station) has 1.346 hectares, and 0.128 hectares have not been cleared in the barracks area currently used by the unit; Agricultural Development Investment Joint Stock Company has 1.8 hectares have not been cleared; Department of Transport (Bui Vien Street) has 0.08 hectares not subject to clearance.
The T2 Passenger Terminal construction project has a land use scale of 18.43 hectares under the management of 5 military units. Accordingly, Division 371 has 5.76 hectares (4.17 hectares of the old terminal); Border Guard Command has 0.53 hectares (allocated to soldiers for housing); Battalion 45 of the Navy Command has 4.79 hectares (0.86 hectares allocated to soldiers for housing); Administration Department, Navy Command has 3.91 hectares (0.33 hectares allocated to soldiers for housing). Hai Thanh Sea and Island Services Company Limited under the Navy has 3.44 hectares.
As planned, from now until the end of the year, for the land allocated to military personnel for housing, the city will complete the inventory of the current status, expected to complete the site clearance in December 2024. For assets managed by military units, it is expected that after receiving approval from the Ministry of National Defense, the project will implement the return plan, completed in December 2024.
The project to expand the Aircraft Parking Area has a land use scale of about 13.68 hectares under the management of 3 Army units. Accordingly, Division 371 has 9.71 hectares (5.25 hectares of the old runway); the Administration Department, Navy Command has 2.17 hectares; Battalion 45, Navy Command has 1.8 hectares. Currently, the city has issued a document requesting the units to specifically identify the asset items and accompanying management records to have a basis for conducting an inventory of the current status. It is expected that after receiving approval from the Ministry of National Defense, the project will implement the return plan and be completed in December 2024.
After inspecting the field and listening to the report, Chairman of Hai Phong City People's Committee Nguyen Van Tung requested Hai An district and related departments, branches and units to urgently review and count the specific issues to submit to the city to develop a solution in accordance with the law.
