The Government has just issued Resolution No. 150/NQ-CP dated September 24, 2024, in which the Minister of Home Affairs is authorized by the Prime Minister to sign, on behalf of the Government, the Government's Submission on the draft Resolution of the National Assembly on the organization of urban government in Hai Phong City to submit to the National Assembly Standing Committee for consideration and approval at the 8th Session (October 2024).
At the same time, in Resolution No. 151/NQ-CP dated September 24, 2024, the Government agreed to submit to the Standing Committee of the National Assembly the draft Resolution of the National Assembly on the organization of urban government in Hai Phong City for the National Assembly to consider and approve in a simplified manner at the 8th Session of the 15th National Assembly.
The Government assigned the Minister of Home Affairs, authorized by the Prime Minister, to sign on behalf of the Government the Government's Submission to the National Assembly Standing Committee on the proposal to add the National Assembly's Resolution on the organization of urban government in Hai Phong City to the law and ordinance building program in 2024.
Hai Phong City is a national-level first-class urban area, a port city, a key maritime economic center of the country, an educational, medical and scientific-technological center of the Northern coastal region, an important traffic hub and the main gateway to the sea of the Northern provinces, connecting international maritime traffic routes; located in the development triangle of Hanoi - Hai Phong - Quang Ninh.
The organizational structure of Party agencies and organizations in the city's political system is regularly arranged and improved, and the leadership capacity and fighting strength of the Party Committee are gradually improved. The organization of government at all levels in the city is implemented according to the provisions of the Law on Organization of Local Government.
Besides the achieved results, Hai Phong City still faces many difficulties and obstacles, and its development is not commensurate with the city's position, potential and advantages.
In the current management model, there are a number of problems and shortcomings that affect the efficiency and effectiveness of management, especially problems arising from the lack of coordination between sectoral management and territorial management.
To meet the task of state management in urban areas, it is necessary to have an administrative apparatus that is suitable for urban characteristics. The organization of urban government must ensure that administrative management decisions of the city government must be deployed to the grassroots government, to the people and businesses quickly, accurately, timely, synchronously, and limit stopping at intermediate levels.
Therefore, it is necessary to develop a resolution to implement the organization of urban government in Hai Phong city, creating conditions for the city to develop and overcome the difficulties and obstacles of the current city government organization.
