On June 9, the Hanoi Department of Construction issued a document requesting the Hanoi Urban Railway Management Board (MRB) to urgently report on the status, progress and results of contract dispute handling at Package CP06 under the Hanoi City Pilot Urban Railway Project, Nhon - Hanoi Station section (Nhon - Hanoi Metro Station).
According to the Department of Construction, many prolonged contract disputes have arisen during the project implementation process, especially at Package CP06. This situation is assessed to be at risk of seriously affecting the goal of completing the entire route by 2027, and at the same time increasing the total investment of the project.
Regarding the above issue, on the morning of June 10, MRB had information about the implementation of Package CP06.
According to MRB, Package CP06 includes items for design and installation of railway systems such as locomotives and carriages, Depot equipment, central control system (CC/SCADA), signals, information and power supply. Currently, the implementation of the package is still being coordinated by relevant parties in accordance with the provisions of the contract, Vietnamese law and commitments to the donor.
MRB said that for large-scale infrastructure projects applying international contracts and with complex technical requirements, the emergence of contents that need clarification related to costs, progress and implementation responsibilities between parties is a common situation in the implementation process.
Over the past time, MRB has coordinated with consulting units, contractors, functional agencies and related parties to review and clarify technical issues, progress, costs as well as issues arising during the contract implementation process.
Regarding issues still being considered, MRB continues to request the parties to provide complete dossiers, documents and necessary bases to ensure that the evaluation and handling are carried out objectively, transparently, and in compliance with the provisions of the contract, Vietnamese law and related international practices.
In parallel with that, this unit also proactively researches technical and legal options and organizes implementation to ensure the continuity of the project, minimizing the impact on the overall progress.
MRB said that it regularly reports to the Hanoi People's Committee and state management agencies on the project implementation situation as well as solutions to remove difficulties and obstacles. According to the direction of the Hanoi People's Committee, the unit is coordinating with partners and relevant agencies to conduct independent assessments of some professional contents, as a basis for exchanging and agreeing on appropriate handling plans between parties.
In addition, the Hanoi People's Committee, functional agencies, the French Embassy in Vietnam and related partners are actively coordinating and supporting to remove difficulties and obstacles, and promote the implementation progress of the underground part of the project.
MRB affirmed that it will continue to comply with the provisions of law and signed contract terms, and at the same time work with relevant parties in a spirit of cooperation and responsibility to soon complete the project, put the Nhon - Hanoi station metro line into operation, serving the travel needs of the people of the Capital.
According to MRB, the package has now completed the entire workload of the elevated section (accounting for about 92% of the project value), currently only the workload of the underground part accounts for about 8% of the project value.
