Decree 215/2026/ND-CP of the Government detailing a number of articles of the Law on Civil Aviation of Vietnam has clearly stipulated aviation security inspection and search to enhance safety for aviation operations.
Accordingly, aviation security checks are carried out for aircraft, passengers, luggage, goods, postcards, objects, vehicles entering and leaving the restricted area of the airport, works, equipment, aviation equipment, as well as documents used to fly.
Inspection activities are carried out regularly according to the operation of the airport and are the basis for implementing aviation security risk management. The aviation security control force is the unit directly performing this task.

The Decree also clearly stipulates the cases where aviation security searches must be carried out.
Accordingly, the security control force at the airport is entitled to search when detecting signs or receiving information threatening flight security through inspection, scanning, and monitoring activities.
Spokespersons threatening flight security in inspection and scanning areas or in restricted areas; luggage and objects whose owners cannot be identified; aircraft with people on board threatening flight security are also subject to search measures.
However, the search does not apply to cases that enjoy inviolability according to the provisions of law.
Regarding authority, the Team Commander on duty at the assigned target is allowed to decide to search for cases where signs of threat or ownerless luggage or objects are detected.
In case there is a spokesperson threatening security on the aircraft, the head of the aviation security control unit at the airport has the authority to decide to search.
The decree also requires that aircraft searches must be notified to the airport authority, airport operating unit and related airlines.
Those who directly perform must be trained and trained according to each type of aircraft, and the airline is responsible for sending technical workers to participate in supporting and advising during the search process.
Regarding the search of people, the regulations clearly state that it is necessary to ensure the principle of men searching men, women searching women. All aviation security search activities must be recorded according to regulations.
Decree No. 215/2026/ND-CP takes effect from July 1, 2026.
