For about 4 months now, the intersection area of National Highway 9 (Cam Hieu commune, Quang Tri province) with Van Ninh - Cam Lo - La Son expressway has become unusually bustling when many drivers choose this as a stopover before entering or leaving the North - South expressway. Along the route, eateries, convenience stores, and car repair shops have springed up close together, turning this road section into an unplanned "stopover" lacking technical infrastructure.
Driver Anh, running the North - South route, said that throughout the nearly 500km journey from Ha Tinh province to Da Nang, there were no rest stops to meet the demand. Therefore, traveling a long distance of about 200km, driver Anh had to go to the Van Ninh - Cam Lo - National Highway 9 intersection for refueling and cleaning. In addition to driver Anh, hundreds of other drivers also chose this area to stop temporarily.
Mr. Nguyen Duc Hoa (Nam Hieu village, Hieu Giang commune) said that near his house, every day dozens of trucks, large and small, park along the roadbed and sidewalks, even turning around arbitrarily, causing disruption to the flow of vehicles. Domestic waste and wastewater appear a lot, directly affecting the environment and daily life of local people.
Mr. Le Van Mao - Head of Nam Hieu village said that many container trucks parked overnight in two vertical rows obstruct the travel of people, especially students.

According to Hieu Giang Commune People's Committee, National Highway 9 section from km9 to km11+300 often experiences the situation of trucks occupying roadways and sidewalks, posing a high risk of accidents and disturbing order and aesthetics. The locality has twice sent documents requesting the Provincial People's Committee and the Provincial Traffic Safety Board to soon have synchronous solutions to avoid prolonged spontaneous "stops and rest stops".
Faced with the complicated developments, Dakrong Traffic Police Station said that this is a particularly important connecting intersection, with thousands of vehicles entering and leaving the expressway every day. However, the intersection is not yet complete, lacking lane separation islands, hard medians, no-stopping and no-parking signs, lighting systems and guide paint lines, while the traffic volume is large, making inspection and handling difficult.
Besides infrastructure factors, the awareness of law compliance of a part of drivers is also a worrying issue. Many cases of stopping and parking in second or third rows, turning around arbitrarily to enter eateries, littering indiscriminately, causing disorder in the area.

To restore order, Quang Tri Provincial Police directed to strengthen patrols and strictly handle violations according to Decree 168, forcing the relocation of vehicles stopping and parking in violation of regulations. From September 1 to December 24, 2025, functional forces handled 43 violations, fined more than 30 million VND, and temporarily seized 31 driver's licenses.
In the coming time, Quang Tri traffic police will continue to apply surveillance cameras, apply remote fines, and coordinate with the Department of Construction, investors and local authorities to review and supplement traffic signs, lighting, paint markings, and plan legal parking lots. The goal is to thoroughly handle violation hotspots, ensure traffic safety, preserve the environment and minimize impacts on people's lives, especially before holidays and Tet.
