The Ministry of Construction has just sent a document to the National Assembly Delegation of Can Tho City regarding the response to voters' petitions sent before the 10th Session of the 15th National Assembly.
Voters recommend early survey and upgrade National Highway 60 from Dai Ngai commune to Soc Trang ward because this road section is currently degraded and severely damaged. At the same time, there is a plan to soon upgrade and expand National Highway 91B (Nam Song Hau National Highway) from the center of Can Tho City to Tran De Commune. Because the road surface is currently very narrow, the current condition is deteriorating, damaging many places, causing traffic insecurity.
In addition, voters also recommended the early upgrading and expansion of National Highway 61B (the section passing through the old Soc Trang province). Because currently, this route is narrow, some sections are seriously degraded, causing high danger to vehicles traveling on the route.
Responding to voters, the Ministry of Construction said that on June 24, the Ministry of Finance issued a decision to transfer assets of road transport infrastructure, including National Highway 60 from Dai Ngai commune to Soc Trang ward and National Highway 61B passing through the old Soc Trang province, from the Ministry of Construction to the People's Committee of Soc Trang province (now Can Tho city).
"Thus, the People's Committee of Can Tho City is currently responsible for managing, exploiting, maintaining and investing in National Highway 60 and National Highway 61B. I request the National Assembly Delegation and voters of the City to give their opinions to the City People's Committee to organize a survey on the current situation, study the necessity of investment and balance, and arrange investment capital as proposed by voters", the Ministry of Construction proposed.
Regarding voters' recommendations related to National Highway 91B (Nam Song Hau route), the Ministry of Construction said that it has coordinated with ministries, branches and localities to submit to the Prime Minister for approval the investment policy of the National Highway 03 Project (53, 62, 91B) connecting the region, adapting to climate change in the Mekong Delta region using World Bank loans.
Accordingly, National Highway 91B will be invested in upgrading and renovating to meet the standards of a level III plain road, with a design speed of 80 km/h, a roadbed cross-section of 12 m, and a road surface of 11 m.
Currently, the Ministry of Construction is directing the Vietnam Road Administration (investor) to urgently deploy the work of preparing the Project Feasibility Study Report. According to the plan, it is expected to approve the investment of the project in the first quarter of 2026, start construction in 2026 and strive to complete in 2028.
During the implementation of the Project, the Ministry of Construction will direct the Vietnam Road Administration to regularly coordinate and direct road management units to strengthen inspection and repair of damages (if any) to ensure traffic safety on the route.
Request the National Assembly Delegation of Can Tho City to coordinate and support relevant units, especially in site clearance work, so that the implementation of the Project is smooth and soon completed, put into operation to promote investment efficiency.
According to the approved Road Network Planning for the period 2021-2030, with a vision to 2050, National Highway 60 passes through Can Tho City for about 52 km, with a scale of level II - III roads, 2 - 6 lanes. National Highway 61B passes through Can Tho City about 69 km, the scale of a level III road, 2 - 4 lanes.
National Highway 91B passes through Can Tho City and Ca Mau Province with a total length of about 162 km (the section passing through Can Tho City is about 149 km long), planned as a level III road, 2 - 4 lanes.
