The People's Committee of Da Nang City has just agreed to establish a special working group to remove difficulties, striving to start the project to renovate and upgrade National Highway 14D in April 2026. National Highway 14D, connecting Ho Chi Minh Road in Ben Giang with Nam Giang - Dac Ta Ooc Border Gate, Da Nang City has been seriously degraded for many years. This is a vital route connecting mountains and plains, and has been seriously degraded over the years.
Previously, the People's Committee of Quang Nam province (old) approved the project investment policy with a total capital of more than VND 4,500 billion, the route length is 74.4km, invested by the Quang Nam Traffic Construction Investment Project Management Board (now under the People's Committee of Da Nang city). Currently, the project is in the stage of surveying, preparing a feasibility study report, and assessing environmental impact, expected to be completed in September 2025.
According to the plan, the project will be approved in October 2025; design consultants will be selected in November; construction drawings and estimates will be approved in February 2026, then started in April 2026. However, the project is facing many difficulties due to forest land, large site clearance volumes, prolonged appraisal time, and the risk of affecting the capital disbursement progress in 2025.
The Project Management Board proposed applying EC ( design - construction) bidding to synchronize stages, limiting conflicts. The People's Committee of Da Nang City requires close coordination in environmental impact assessment, site clearance, forest status survey and technical infrastructure review.
Da Nang identifies harmonious development of mountainous areas, ethnic minority areas with plains and urban areas as a particularly important task. This is one of the projects that concretizes the above policy. Prioritizing the upgrading of vital routes will open the way for socio-economic development, improving the lives of people in the highlands.
