District clearance problems
On the afternoon of August 20, Deputy Secretary of the Can Tho City Party Committee Truong Canh Tuyen had a working session with the Standing Committee of the Cai Khe Ward Party Committee to grasp the situation of activities after the merger and especially the site clearance work for the National Highway 91 Upgrade and Expansion Project (section from Km0-Km7).
According to the report of the Cai Khe Ward Party Committee, after the merger, people and agencies and units in the area have gradually approached and carried out administrative transactions at the new administrative unit smoothly. The team of cadres and civil servants has also proactively adapted, ensuring uninterrupted activities.

However, the 2-level local government model is still new, so the Party Committee and the management and operation of the Ward People's Committee have encountered some confusion in leadership and management. The increased workload while the payroll is still limited has put great pressure on the team of cadres, civil servants...
For the project to upgrade and expand National Highway 91 alone, the total number of affected cases in the ward is 121 cases. Of which, compensation has been paid to 45 cases (37.19%) with an amount of more than 96 billion VND. There have been 20 cases of voluntary handover of land.
Resettlement policies have been issued for 106/106 cases approved by the Council (of which, 4 cases are eligible for resettlement and 95 cases are not eligible, 7 cases are not eligible for consideration). Currently, there is no local land to organize drawing lots and hand over land to households.

However, the project still faces many problems. Some cases have land adjacent to the August Revolution road and do not agree with the compensation price. In particular, some households have built houses on ditches and roads (not eligible for compensation but eligible for support) and have no other place to live in the area, so it is recommended to resolve resettlement to stabilize their lives.
In addition, Cai Khe ward also received 3 complaints and 22 recommendations related to land origin, compensation prices and resettlement policies.
Goal of early project launch
In his speech, Deputy Secretary of the Can Tho City Party Committee Truong Canh Tuyen highly appreciated the solidarity and responsibility of the cadres and party members of Cai Khe ward. At the same time, he requested that localities continue to concretize and effectively implement resolutions and programs.

For the project to upgrade and expand National Highway 91 (Km0-Km7), the Deputy Secretary of the Can Tho City Party Committee requested that cadres must have a firm grasp of legal regulations, while listening to the thoughts and aspirations of the people to specifically explain, creating high consensus.
The Deputy Secretary of the Can Tho City Party Committee suggested that specialized units and the Land Fund Development Center urgently review according to the new administrative boundaries. Resolutely handle problems, especially complaints and recommendations.
Cai Khe ward continues to review, implement and must have a report close to reality, especially after the merger and consolidation. From there, it will be the basis for the Working Group to advise the leaders on handling in the coming time, ensuring compliance with legal requirements, leadership of the Party Committee and the reality of the people.
The most important goal is the project to Upgrade and Expand National Highway 91 (section from Km0 - Km7) to be launched and put into use soon, promoting efficiency, contributing to the overall development of the city.
The National Highway 91 Upgrade and Expansion Project (section from Km0 - Km7), Can Tho City is a Group A project, a level 1 road traffic project, with implementation period from 2023 - 2027. The overall goal of the project is to complete the transport infrastructure, striving to build Can Tho into a modern and civilized city, basically becoming an industrial city.
