On April 18, at the 22nd thematic session of the 10th term Ho Chi Minh City People's Council, delegates approved the investment policy for two key transport projects: Ho Chi Minh City Ring Road 4 and Binh Tien Bridge and Road.
Ho Chi Minh City Ring Road 4
The Ho Chi Minh City Ring Road 4 project has a total length of up to 207 km, passing through 5 provinces and cities, including Ho Chi Minh City (nearly 20 km), Binh Duong (47.95 km), Dong Nai (46.08 km), Ba Ria - Vung Tau (18.23 km) and Long An (74.5 km).
Except for the section through Binh Duong - where the province will be implemented independently, the remaining part of the nearly 160 km Ring Road 4 will be combined into a comprehensive project, submitted to the National Assembly for consideration and approval of the investment policy in May.

The total capital for the project is expected to be about 122,774 billion VND. The project will be implemented in the form of public-private partnership (PPP), BOT contract (build - operate - transfer).
Of which, the investor will contribute more than VND 50,600 billion, the rest will be mobilized from the central budget and localities with routes passing through.
The Ho Chi Minh City People's Council has agreed on the investment policy for Ring Road 4, ensuring nearly VND12,000 billion from the city budget to participate in the project, as a basis for completing the dossier to submit to the National Assembly for decision on the investment policy.
When approved, the Ho Chi Minh City Ring Road 4 project through Binh Duong is expected to start construction this year, while the sections through Ho Chi Minh City and the remaining localities will start construction in 2026.
The entire project is expected to be completed in 2028, the largest traffic project in the South, helping to connect highways, national highways, airports and creating a strategic traffic axis, promoting economic development not only for Ho Chi Minh City but also for the entire key economic region in the South.
Binh Tien Bridge and Road
The Binh Tien bridge and road project is 3.66 km long, designed entirely in the form of a overpass (elevated road).
This route will have a road surface of 30m to 40m wide, accommodating 4 to 6 lanes.
The Binh Tien road bridge starts from the Binh Tien - Pham Van Chi intersection (District 6), passes through Vo Van Kiet Avenue, Tau Hu Canal, Cay Sung Street (District 8), Doi Canal, Ta Quang Buu Street, and ends at Nguyen Van Linh Avenue (Binh Chanh District).

With a total investment of nearly VND6,300 billion, of which compensation, support and resettlement costs account for more than VND2,878 billion.
According to the plan, compensation and resettlement work will be completed from the third quarter of 2025 to the third quarter of 2026, with construction expected to start in early 2026 and be completed in the third quarter of 2027.

When completed, Binh Tien Bridge and Road will create a new road axis from the center of Ho Chi Minh City to Nguyen Van Linh Avenue, thereby conveniently connecting with National Highway 50, National Highway 1, Ben Luc - Long Thanh Expressway and Ring Road 3.
The project not only helps reduce traffic pressure in the central area, but also promotes regional connectivity, especially with the Western provinces.
