In recent days, relevant departments, branches and sectors of Quang Ninh and electric vehicle trading companies serving tourism in Ha Long have met to discuss solutions for electric vehicles operating under new regulations.
However, according to Mr. Bui Hong Minh - Deputy Director of the Department of Construction of Quang Ninh province, this is a difficult problem because according to regulations, electric vehicles carrying tourists are only allowed to run on routes with traffic signs limiting speed to 30km/h, while if these signs are placed, it will affect all other vehicles.
According to Article 24, Decree No. 165/2024/ND-CP of the Government detailing and guiding the implementation of a number of articles of the Road Law and Article 77 of the Law on Road Traffic Order and Safety, "From February 15, 2025, for 4-wheeled passenger vehicles with engines, only activities will be organized on routes with maximum operating speed signs of 30km/h".
Currently, Hanoi has applied this regulation, while for other provinces and cities that have electric vehicles in operation, no later than July 1, the competent units must comply with the new regulation that vehicles only operate on routes with speed limitations of 30km/h or less.
Representatives of some electric vehicle trading companies serving tourism in Bai Chay, Ha Long City said that according to the above regulations, all electric vehicles in Bai Chay will have to stop operating. Because the road with the most speed limit is currently only 40km/h and certainly cannot be reduced to 30km/h because it affects traffic in the entire area.
Not to mention, Suppose this route has a signboard of 30km/h but the next route does not have a speed signboard, or allows higher speed, electric vehicles cannot go to another route.
According to the Department of Construction of Quang Ninh province, Quang Ninh currently has about 400 tourist electric vehicles. Of which, there are about 170 cars in Bai Chay Tourist Area alone. For a long time, these vehicles have been traveling on the same route as other types of vehicles.
Placing signs for speeds of 30km/h for electric vehicles to run is impossible.
In Minh Chau and Quan Lan tourist communes, there are also about 100 electric vehicles serving tourists and this is the main means of transporting tourists. However, placing signs of 30km/h can be done because cars on these islands are very few and many routes are not large, so they cannot run at high speed.
According to the Department of Construction of Quang Ninh, with the regulation that "vehicles are only allowed to operate on routes with speed limitations of 30km/h or less", even in Tuan Chau tourist area or Yen Tu national relic and forest area, many routes do not have a 30km/h sign, so electric vehicles are not allowed to circulate.
