On May 29, Lao Dong newspaper reporters received feedback from the beginning of the tourist season until now, in some coastal tourist areas in Nghe An such as Cua Lo and Bien Quynh, there is still a situation of 4-wheeled electric vehicles "even", not allowed, not registered, not having badges operating openly to carry passengers.
Some organizations and individuals arbitrarily put four-wheeled motor vehicles into passenger transportation without a license, seriously violating the provisions of the Law on Road Traffic Order and Safety and Decree No. 158/2024/ND-CP of the Government.

On May 29, speaking with a reporter from Lao Dong Newspaper, a police officer of Nghe An Traffic Police said that he had received information reflecting that there were a number of 4-wheeled electric vehicles "even" - unlicensed, unregistered, and unms operating in the coastal area of Hoang Mai town.
"The owners of these vehicles operate in a covert and avoidable manner. We are actively checking and if they are discovered, we will strictly handle them according to regulations" - the above-mentioned traffic police officer said.
Previously, on August 27, 2024, the Government Office issued Notice No. 6130/VPCP-CN conveying the direction of Deputy Prime Minister Tran Hong Ha on the end of the pilot phase of four-wheeled motorized vehicles transporting tourists.
Accordingly, from January 1, 2025, the operation of this type of vehicle will have to fully comply with the provisions of the Road Law, the Law on Road Traffic Order and Safety and guiding documents for implementation.
As one of the localities that are piloted, Nghe An province has proactively directed relevant departments and branches to prepare the necessary conditions to convert the operation of four-wheeled electric vehicles transporting tourists to comply with regulations from the beginning of 2025. The Provincial People's Committee has also sent a document to the Ministry of Transport affirming that this is an environmentally friendly, safe, effective vehicle that is suitable for transportation needs in tourist areas.
It is known that up to now, Nghe An Department of Construction has only granted a business license for passenger transportation by four-wheeled motor vehicles to Nghe An TLC Transport and Trading Service Joint Stock Company, the unit has fully completed the operating conditions according to legal regulations, ensuring registration, inspection and having a "passenger car" badge in accordance with regulations.
However, in some coastal tourist areas, 4-wheeled electric vehicles are not allowed to operate, leading to unfair competition and potential safety risks.
Therefore, businesses recommend that authorities should promptly take action to inspect and strictly handle violating vehicles, rectify passenger transport activities by 4-wheeled electric vehicles in tourist areas, contributing to maintaining traffic order and ensuring a healthy business environment.
Mr. Nguyen Dinh Khang - Deputy Director of Nghe An Department of Construction said that the 4-wheel electric vehicle has so far operated according to the provisions of the law on road traffic.
"The Department's view is that the activities of 4-wheeled electric vehicles transporting passengers must comply with current regulations, and violations need to be strictly handled according to regulations" - Mr. Khang said.
A representative of the Traffic Police Department of Nghe An Province Police said that they have grasped the above feedback information and will direct the inspection, review, and handling in accordance with regulations.
