On the afternoon of April 20, the People's Procuracy (VKSND) of Region 1, Quang Tri province informed that it had conducted actual inspections of many traffic light systems at key intersections in Dong Hoi ward, recording damage and prolonged unstable operation but slow recovery.
According to the People's Procuracy of Region 1, the fact that many traffic light clusters are not operating has reduced the role of traffic regulation, increased the risk of accidents, and directly affected traffic order, safety and people's lives.
Based on legal regulations on the management of road traffic infrastructure, management agencies are responsible for inspecting, maintaining, and promptly handling incidents to ensure safety for traffic participants.
On that basis, implementing the spirit of protecting public interests according to Resolution No. 205/2025/QH15, the People's Procuracy of Region 1 has proposed to the Chairmen of the People's Committees of relevant localities to urgently inspect, repair, and replace damaged traffic light systems. At the same time, it is necessary to organize appropriate traffic regulation in the time before it is repaired, to avoid prolonging the situation and causing unsafety.

Over the past time, Lao Dong Newspaper has had many articles reflecting the situation that many traffic light clusters at intersections in Dong Hoi ward have not been operating for a long time. Specifically, at the two intersections of Tran Quang Khai - Ly Nam De and Tran Quang Khai - Hai Ba Trung, the lighting system in all 4 directions has been completely turned off for many days.
During rush hour, vehicles from many directions flock in but there is no traffic regulation signal, forcing traffic participants to observe and yield. This situation causes traffic movement to be slow, at times local congestion, posing a potential risk of collisions.
At the Nguyen Trai - Nguyen Huu Canh intersection, the traffic light system operates unstablely, the time counter does not display, and the signal changes abnormally, causing confusion for pedestrians.
According to people's reflections, many incidents have lasted for nearly a month but have not been completely resolved, greatly affecting daily travel.
Answering Lao Dong Newspaper, a representative of the Quang Tri Provincial Department of Construction said that there are currently some faulty or intermittent traffic light clusters in the area. Currently, the Department of Construction is submitting a plan for the Department of Finance to allocate funds for repair.
The Department of Construction has issued a document to proactively repair the lighting clusters in Dong Hoi in advance when they are heavily damaged. When the Department of Finance allocates funds, synchronous repairs will be implemented" - this representative said.
