On April 20, information from the Department of Vocational Education and Continuing Education (GDNNGDTX), Ministry of Education and Training (MOET) said that it had issued an official dispatch to the Department of Education and Training of Quang Tri province responding to Official Dispatch No. 712/SGDĐT-QLCL dated February 27, 2026 of the Department of Education and Training of Quang Tri province related to the case of Mr. Vo Danh Thuan - Chairman of the Vietnam Fatherland Front Committee (VFF) of Sen Ngu commune (Quang Tri province) - who was discovered to be enrolled in high school when he had not yet graduated from secondary school.
This move was made after Lao Dong Newspaper reflected on unusual signs in enrollment, training and degree issuance related to the case of Mr. Vo Danh Thuan.
According to the content of the official dispatch, previously the Department of Education and Training of Quang Tri province had a report and provided documents at the request of the Department of Vocational Education and Training. Based on studying the documents and comparing current legal regulations, the Department of Vocational Education and Training has clearly stated a number of important legal bases related to admission conditions and degree issuance.
Specifically, since 1997, the Ministry of Education and Training has issued Decision No. 3004/GDĐT on the secondary school (THCS) and continuing education program. According to the implementation guidelines, right from the time of enrollment in grade 10, students are required to have a secondary school diploma or a graduation certificate issued by the Department of Education and Training.

This regulation also emphasizes that for special cases such as cadres of social organizations, state officials, soldiers in the armed forces, workers (aged 18 and over) who have lost or lost their diplomas or certificates of graduation for any reason, they must take the secondary school graduation supplementary exam right when they are in 10th grade to be re-granted a diploma. At the same time, absolutely do not let any students enter 12th grade without a secondary school graduation certificate.
In 2006, the Ministry of Education and Training issued Decision No. 50/2006/QD-BGDDT on the continuing education program for high school (THPT). This regulation once again affirms the mandatory condition: students entering 10th grade must have a secondary school diploma, whether in formal or continuing education form.
The Department of Vocational Education and Continuing Education affirmed that, according to the above regulations, right from the time students enter 10th grade, they must have a secondary school diploma or secondary school supplementary diploma (formerly).
Request for comprehensive review of dossiers to identify violations
Based on the above grounds, the Department of Vocational Education and Continuing Education proposed that the Department of Education and Training of Quang Tri province organize a review and evaluation of all dossiers related to the enrollment process, teaching organization and graduation diplomas for students.
The review needs to be carried out for relevant organizations and individuals to clearly determine whether or not there are violations of regulations in the field of education. In case violations are detected, handling must be based on the provisions of law on administrative penalties at the time the student is studying and is granted a diploma.
The Department of Vocational Education and Continuing Education also requested the Department of Education and Training of Quang Tri province to handle according to the assigned authority, and at the same time report the results to the Ministry of Education and Training.
On April 20, regarding the incident, Mr. Nguyen Dinh Hai - Deputy Director of Quang Tri Department of Education and Training - said that the unit has received the official dispatch from the Department of Vocational Education and Training and is implementing the steps in accordance with regulations.
Previously, Lao Dong Newspaper received a reflection on Mr. Vo Danh Thuan showing abnormal signs during his secondary and high school supplementary education.
After verification, the Department of Education and Training of Quang Tri province confirmed that the study records stored at the Department showed that Mr. Vo Danh Thuan participated in high school supplementary education when he had not graduated from secondary school supplementary education.
