Previously, Vinh Phuc voters requested the Ministry of Transport to prioritize resources to soon invest in upgrading and expanding National Highway 2C through Vinh Phuc province, and in the immediate future, proposed to invest in the section overlapping the Ring Road 5 route of the Capital region from Vinh Thinh bridge to IC.5 intersection (Noi Bai - Lao Cai expressway).
This is a traffic route with an important position and role in the socio-economic development of Vinh Phuc province; currently, Vinh Phuc province is advocating research and investment in the construction of a system of service roads on both sides of National Highway 2C to facilitate land exploitation, attract investment in industrial and urban development, and ensure traffic safety.
However, investment in the two-sided access roads needs to be invested at the same time or after the Ministry of Transport invests in expanding National Highway 2C, especially the section that coincides with Ring Road 5 of the Hanoi capital region.
On the other hand, National Highway 2C through Vinh Phuc province has a very large traffic volume; while the route is being exploited on a small, narrow scale (basically 2 lanes), leading to frequent traffic jams.
Responding to this content, the Ministry of Transport said that according to the Road Network Planning for the 2021-2030 period, with a vision to 2050, National Highway 2C is about 272 km long, of which the section from Vinh Thinh Bridge to IC.5 intersection coincides with the Ring Road 5 route of the Capital region, a 6-lane highway, with investment progress before 2030.
Regarding investment in Ring Road 5 in general, the Ministry of Transport agrees with the proposal of voters of Vinh Phuc province on the necessity of investing in Ring Road 5 in the capital region, including the section through Vinh Phuc province to meet transportation needs and support socio-economic development of the region.
However, due to resource difficulties, it is not possible to allocate capital to invest in the route in the period of 2021 - 2025.
In the process of developing the medium-term public investment plan for the period 2026 - 2030, based on the ability to balance resources and the principles of capital allocation according to regulations, the Ministry of Transport will consider reporting to competent authorities to soon invest in the Ring Road 5 of the Capital region according to the plan.
Regarding the investment in National Highway 2C, the section that coincides with Ring Road 5 from Vinh Thinh Bridge to IC.5 intersection (Noi Bai - Lao Cai Expressway) serves as a basis for Vinh Phuc province to study and invest in building a system of service roads on both sides of the route, creating conditions for exploiting land funds, attracting investment in industrial and urban development, and ensuring traffic safety.
Currently, the Ministry of Transport is assigning the Vietnam Road Administration to develop a road infrastructure plan, which will specifically determine the scale and direction of Ring Road 5.
Therefore, in case the People's Committee of Vinh Phuc province needs to invest in advance in a parallel road to Ring Road 5 from Vinh Thinh Bridge to IC.5 intersection to meet the needs of local socio-economic development, it is recommended that Vinh Phuc province direct relevant agencies to coordinate with the Vietnam Road Administration in the planning process to specifically determine the scale and direction of this route as a basis for investing in parallel road 2, ensuring consistency and unity with the main route (Ring Road 5).
