On the afternoon of June 29, at the 3rd session of the 11th term, delegates of the Da Nang City People's Council voted to approve the Resolution Regulating the number, titles, regimes, and policies for non-specialized workers and people participating in activities in villages and residential groups in the area.
The new resolution was issued to promptly concretize the regulations of the Central Government, and at the same time stabilize the lives of grassroots cadres after the merger of administrative units. After the arrangement process, Da Nang city has 1,456 villages and residential groups, a decrease of 2,699 units compared to before.
According to new regulations, each village or residential group has a maximum of 3 non-specialized personnel holding core positions including Secretary of the Party Cell, Village Head or Residential Group Leader, and Head of the Fatherland Front Work Committee. The monthly allowance for these positions is specifically classified according to the household size of each residential area.
In small-scale areas under 300 households for villages and under 450 households for residential groups, the monthly allowance coefficient is 2.1 for Party Cell Secretaries, 2.0 for Village Heads or Residential Group Leaders, and 1.8 for Heads of Fatherland Front Work Committees, respectively. When the residential area scale is at an average level, the corresponding coefficients are raised to 2.3 for the position of Secretary, 2.2 for Village Heads or Group Leaders, and 2.0 for Heads of Fatherland Front Work Committees.
For villages with 700 households and residential groups with 1,000 households or more, or key national defense, border, and island areas, the highest allowance level is regulated according to the coefficient of 2.5 base salary for the Secretary, 2.4 for the Village Head or Group Leader, and 2.2 for the Head of the Fatherland Front Work Committee.
For groups of subjects directly participating in activities in residential areas with a maximum number of 8 people per unit, including positions of deputy heads and heads of branches of mass organizations, the city applies monthly living allowance support in cash according to three clear frames.
People operating in small-scale areas receive a support level of 1 million VND per month. On average scale, this support level increases to 1.2 million VND per month, and reaches the highest level of 1.5 million VND per month in large-scale residential areas or belonging to specific areas of national defense, security, borders, and islands. In parallel with this financial support, the local budget also pays the entire amount of health insurance contributions for forces participating in activities in villages and residential groups throughout the time they take on work at the grassroots level to ensure social security rights for workers.
In order to ensure the rights and support the lives of redundant officials who have to retire due to merger or are not eligible for reassignment, Da Nang has approved a policy of one-time cash support with payment levels commensurate with their seniority.
People with a working time of less than 1 year will receive a support of 3 million VND when resigning. This payment increases to 5 million VND for people with 1 year to less than 5 years of service, and to 10 million VND for people with seniority from 5 years to less than 10 years. For officials who have been attached for 10 years or more in residential areas, the highest support level applied is 15 million VND for each case of redundant resignation.
The total cost of monthly allowances, social insurance, and health insurance for forces in villages and residential groups after streamlining the apparatus is estimated at about 559 billion VND per year. Thanks to reasonable mergers and streamlining, the city budget is expected to save about 324 billion VND per year compared to before.
