On June 29, at the third session (specialized session) of the 11th Da Nang City People's Council, term 2026 - 2031, delegates voted to approve the conversion of 10 communes into wards including: Hoa Vang, Hoa Tien, Ba Na, Dai Loc, Dien Ban Tay, Chien Dan, Nui Thanh, Tam Anh, Nam Phuoc and Thang Binh. The establishment of these new wards is carried out on the basis of maintaining the natural area and population size of the current communes.
After upgrading 10 communes to wards, Da Nang's natural area remains nearly 12,000km2, with a population size of more than 3.1 million people (as of December 31, 2025). The number of commune-level administrative units of the city remains at 94, but the structure will change to 33 wards, 60 communes and 1 special zone, corresponding to a reduction of 10 communes and an increase of 10 wards.

Before being submitted to the City People's Council for approval, this policy received great consensus from local people. Among the 108,599 households participating in the opinion poll (reaching a rate of 95.18% of the total number of households), up to 99.48% of households agreed, only 0.51% of households disagreed and 0.01% of opinions were invalid.
Through reviewing the current situation, all 10 communes above basically ensure the criteria for establishing wards according to regulations, especially the economic structure shift towards increasing the proportion of industry and services and completing technical infrastructure, transportation, health, and education systems.
After being approved by the City People's Council, the Da Nang City People's Committee will complete the project dossier to send to the Ministry of Home Affairs for appraisal, before submitting it to the Government and the National Assembly Standing Committee for consideration and decision.
