Comprehensive reorganization of vertical industry units
The Ministry of Finance is implementing the plan to reorganize the organizational structure of the local vertical units in the direction of streamlining, synchronously with the new administrative unit model. This is the central content of Resolution 08-NQ/DUBTC on assigning and decentralizing the organization and staff work and continuing to reorganize the organizational structure of some units under the Ministry of Finance.
According to the resolution, the reorganization of the tax, treasury, statistics and social insurance (SI) system aims to ensure management in accordance with the provincial administrative level, while increasing the effectiveness and efficiency in performing tasks.
For tax authorities and treasury, the Ministry of Finance will rearrange regional branches into provincial-level units. 20 regional tax branches and treasury houses will now be reorganized into 34 tax agencies and state treasury houses under provinces and cities. At the same time, district-level tax teams will be converted into grassroots tax authorities under provincial and municipal taxes, responsible for tax management at the commune level. The State Treasury will also rearrange transaction offices to ensure appropriate management according to the new administrative unit.
For the statistics and social insurance sectors, 63 provincial statistics branches will now be merged with 34 provincial-level units. Similarly, the social insurance system will reorganize 35 regional units into 34 provincial-level social insurance agencies, synchronously with administrative boundaries. Without organizing statistics and district-level social insurance, instead, the current teams will be converted into statistical agencies and grassroots social insurance under the provincial level, in charge of commune-level areas.
For the customs and state reserve system alone, the Ministry will keep 20 regional customs branches and 15 regional reserve branches, but will adjust the management area according to the new administrative model. These units simultaneously changed their names, removing the word "departmental", becoming "Rural Abutments" and "Rural State Departments".
Enhance the entire apparatus and decentralize staff management
Resolution 08 also sets out the task of assigning and decentralizing more clearly in the organization and officials. Accordingly, the Director of large -scale units (Group I) will approve the personnel policy before the head of the area decides to appoint captain titles. The head of the region will have the authority to decide on the titles from the head of the department or less, helping to increase the initiative and reduce the approval hiccup.
Along with that, the Ministry of Finance will amend Decree 29/2025/ND-CP on functions, tasks and organizational structure, and at the same time complete decisions related to the organizational apparatus of Vietnam Social Insurance, the Department of Statistics, Customs and State Reserves.
Standardizing the system and reforming public service units
In addition to arranging administrative agencies, the Ministry of Finance will also reform the public non -business system system. In particular, merging statistical publishers into financial publishers; merging Da Nang Economic - Planning College into the Academy of Policy and Development; reorganize the College of Statistics and Statistics II into the universities under the Ministry.
In particular, 4 higher education institutions including the Academy of Finance, the University of Finance - Marketing, the University of Finance - Business Administration and the University of Finance - Accounting will be rearranged into 2 autonomous public universities, in order to improve governance efficiency and training quality.
The comprehensive reorganization of the system of affiliated units this time is an important step in the implementation of the Central Resolution on arranging administrative units at all levels. The Ministry of Finance aims to build a streamlined, modern and effective organizational structure, better and better serve the requirements of socio -economic development in the new period.
