Current problems lead to slow handling of surplus houses and land to focus on: The adjustment of planning, land use plans, construction planning and related planning is still slow; the work of reviewing and updating planning, land use plans, construction planning and other related planning must be adjusted according to the period prescribed by specialized laws; the number of surplus facilities arising is large; agencies, organizations and units have not been determined in organizing and implementing... - the report stated.
The Ministry of Finance requests ministries, central agencies, and provincial People's Committees to develop and issue a plan to handle public assets that are not used, are used ineffectively, or are not used for the purposes of agencies, organizations, and units under their management to decide on handling and organizing handling, not to let them go to waste or lose public assets.
"In the coming time, the Ministry of Finance will continue to review and report to the competent authority to complete the legal policy on the management and use of public property to organize the organizational structure of the political system; at the same time, closely monitor the situation to urge and guide the authority or report to the additional authority to guide additional guidance to solve the issues arising in practice" - Report of the Ministry of Finance.
Finding a "way out" for surplus, abandoned assets
In the series of articles "Inadequacies in handling surplus public offices after the merger", Lao Dong Newspaper also mentioned the efforts of localities in turning surplus offices into community spaces, practically serving people's lives.
For example, in Dong Hoa commune (Dong Son district, Thanh Hoa), after merging from two old communes, the local government took advantage of the old headquarters as a place for the activities of the Veterans Association and the Association of the Elderly. Not only saving costs, this also contributes to maintaining a space for community-based activities - where the elderly have a place to chat, practice, and organize traditional festivals.
Also in Thanh Hoa, some communes in Thach Thanh and Trieu Son districts have taken advantage of the abandoned village cultural house after the merger to build a reading spot for children or a community learning center.
In Nghe An, Mr. Nguyen Trung Long - Head of the Price and Property Management Department, Nghe An Department of Finance - said that for headquarters of state agencies subject to merger, reorganization or relocation to new locations, units will study and propose to continue using or assign to another unit for management, ensuring efficiency. For headquarters that are no longer in need of use, they will be handed over to the authorities to organize the auction.
"After July 1, we will urge, inspect, and review to thoroughly handle it" - Mr. Long emphasized.
Previously, on April 2, 2025, Nghe An Provincial People's Committee requested relevant units to review all assets under their management, clarify the reasons for not putting them into use, not implementing the arrangement plan and proposing specific handling measures. The responsibility of relevant organizations and individuals will be considered if there is a loss or waste of assets.
