On the morning of March 30, 2026, the Launching Ceremony of the Smart Kiosk pilot model and the Electronic Document Authentication and Copies System was held at the Conference Center of Hac Thanh Ward, Thanh Hoa province. Agribank is the sponsor, accompanying the Thanh Hoa Provincial Public Administration Center to deploy the Smart Kiosk model, marking a step forward in administrative reform and promoting digital transformation in the locality.
Smart kiosk - Convenient and time-saving solution
The smart kiosk model and the system for authenticating and issuing digital copies of electronic documents are applied with artificial intelligence (AI) and smart identification technology. The system helps automate the process of issuing digital copies and performing online public services.
Instead of performing many manual steps, having to wait to carry out procedures to certify copies from the original, sometimes having to queue for hours as before, people only need to scan the original papers at the kiosk, they will automatically recognize and check the validity of the information, then transfer it to officials for processing and issuing legal electronic copies in just a few minutes.
Not only supporting the issuance of digital copies, the Kiosk also integrates many functions to support people to perform online public services such as searching dossiers, online payments, helping people easily access the entire public service ecosystem of the Ministry of Public Security. The system is also connected to the National Service Portal, allowing people to submit public service dossiers online right at the Kiosk. Some essential procedures such as issuing Judicial Record Certificates, changing driver's licenses, registering births and deaths... are also deployed directly on the system.
Putting smart kiosks into operation helps reduce the burden on the one-stop-shop department, improve document processing efficiency, shorten the processing time of each certified document from 15 minutes to 3-5 minutes, and at the same time contribute to reducing paperwork use, towards building a green and sustainable administration.
Speaking at the ceremony, Comrade Mai Xuan Liem - Member of the Standing Committee of the Provincial Party Committee, Standing Vice Chairman of Thanh Hoa Provincial People's Committee said that the highlight of the Kiosk solution system is the application of artificial intelligence (AI) to the system to authenticate and issue digital copies of electronic documents; allowing people to digitize dossiers, digitally sign and receive results quickly through platforms such as Thanh Hoa, VNeID, Zalo without using papers. The system also automates the stages of guidance, lookup and support for the implementation of online public services, contributing to shortening processing time and reducing the burden on grassroots officials.

To make the system effective, the Standing Vice Chairman of Thanh Hoa Provincial People's Committee also requested the Provincial Public Administration Service Center to coordinate with relevant units to complete the system, ensure stable and secure data operation and strengthen training for grassroots officials; and at the same time develop a plan to replicate after the pilot program. Media agencies promote propaganda and guide people to use digital copies and online public services. It is proposed that Agribank continue to coordinate in researching and integrating more utilities, towards building kiosks into a multi-service platform serving people and the government.
Reporting on the coordination of pilot implementation of smart kiosks and the system for authenticating and issuing copies of electronic documents over the past time, Comrade Nguyen Tuan Hoa - Director of the Thanh Hoa Provincial Public Administration Service Center said that the pilot model of smart kiosks and the system for authenticating and issuing copies of electronic documents is a step forward to specifically implement Resolution 57 of the Politburo, as well as reduce procedures for administrative units.
In the pilot phase, Agribank sponsored the deployment of 10 smart kiosks at 10 units in Thanh Hoa province, including the One-Stop Shop of the Provincial Police and 9 Public Administrative Service Centers at commune and ward levels. From March 31, 2026, people at deployment points can directly experience the modern, convenient and friendly public service model.
After a pilot operation period, the model will record and evaluate the results and expand throughout Thanh Hoa province, contributing to improving the efficiency of resolving administrative procedures and promoting digital transformation in the public sector for the locality" - Comrade Nguyen Tuan Hoa shared.
Agribank accompanies to promote digital transformation of public administration
Speaking at the ceremony, Comrade To Huy Vu - Chairman of the Member Council of Agribank emphasized that Vietnam is entering a new stage of development, associated with innovation in the growth model, comprehensive digital transformation and the aspiration to rise strongly. In that context, digital transformation is no longer an option but has become an inevitable condition for development. The Party and Government's policies identify science and technology, innovation and digital transformation as the main driving forces for growth, with the goal that by 2030, over 80% of people and businesses will use online public services; about 80% of transactions will not use cash and data, and basic administrative procedures will be comprehensively digitized.
In that flow, Thanh Hoa province has been and is a bright spot of the North Central region with an average GRDP growth rate in the 2021–2025 period reaching over 9%/year, the economic scale ranked 11th in the country, the digital transformation index (DTI) continuously belongs to the leading group and the digital economy accounts for about 30% of the province's GRDP.
However, practice shows that digital transformation still has a gap, especially in rural and highland areas. The whole province currently has 166 commune-level administrative units, including 18 highland and border communes, where people still have limited access to online technology and public services. This is the gap for new technology solutions, including the smart kiosk model, to promote efficiency, contributing to bringing public services closer to the people.

In the coming time, Agribank will continue to closely coordinate with Thanh Hoa province to evaluate and improve the pilot model, taking the practical experience of the people as a measure of efficiency, thereby gradually expanding it nationwide. “Each Kiosk being deployed is another step forward for the service administration; each citizen benefiting is an additional belief in the State; and each effort today is the foundation for a digital, transparent and sustainable Vietnam,” Mr. To Huy Vu emphasized.
Over the past time, Agribank has proactively coordinated with many localities and units to implement technology application solutions in public administration. In November 2025, the bank accompanied the pilot implementation of the smart kiosk model in Hanoi. After nearly 4 months of operation in Hanoi, the smart kiosk system has successfully processed thousands of dossiers and issued copies of digital documents, receiving support and high appreciation from central agencies, departments, and sectors such as the Ministry of Public Security, the Ministry of Justice, and the State Bank of Vietnam.
In parallel with that, Agribank promotes the connection of the National Population Database and VNeID integration, standardizing data for more than 10.2 million individual customers and 143.693 organizational customers, and developing identification and electronic authentication solutions and expanding the digital service ecosystem. With a multi-layered security platform and biometric authentication, Agribank is gradually building a safe transaction environment, contributing to strengthening people's trust in the digital economy.
Continuing to accompany the deployment of the smart kiosk model in Thanh Hoa once again affirms Agribank's role in connecting resources, spreading digital initiatives and improving the quality of service for people and businesses.
