On March 31, the Government Office said that Prime Minister Pham Minh Chinh had just signed Official Dispatch No. 26/CD-TTg to rectify the work of slaughtering control, strengthen discipline and order in the performance of official duties.
According to the telegram, some media agencies reflected that in the past time, functional agencies have detected and handled cases of collecting, transporting, slaughtering and consuming diseased pig products on a large scale in some localities, distorting slaughtering control results, creating conditions for animals and products that do not meet veterinary hygiene conditions and are unsafe food to be put on the market.
This is a particularly serious case, not only increasing the risk of disease spread, affecting food safety and people's health, but also affecting discipline and order in the performance of official duties and the effectiveness of state management in the veterinary field.
To urgently rectify and overcome the above shortcomings, the Prime Minister requests the Chairmen of People's Committees of provinces and cities to strengthen inspection, supervision, and control of slaughterhouses to prevent, detect and strictly handle cases of collecting, transporting, and bringing animal products that do not meet the conditions for consumption on the market.
Resolutely handle organizations and individuals with acts of legalizing legal regulations for slaughterhouses that do not ensure veterinary hygiene and food safety; be fully responsible to the Prime Minister if violations occur.
Strictly control the transportation of animals and animal products; strengthen inspections at gathering points, transshipment points, wholesale markets; resolutely handle the situation of transporting animal products of unknown origin, not ensuring veterinary hygiene and food safety.
Direct and assign local forces to organize inspections and close supervision at livestock collection and slaughtering facilities; strengthen inspection and traceability of pig transportation for consumption in the locality; promptly detect and strictly handle violating organizations and individuals; handle the responsibility of heads; resolutely replace violating officials with degraded public service ethics; transfer cases with signs of crime to investigating agencies.
Arrange stable veterinary forces at the grassroots level, ensure effective implementation of quarantine, slaughter control and disease prevention and control; strengthen inspection and supervision of public duty performance; improve capacity, tighten discipline and administrative order.
The Ministry of Agriculture and Environment shall preside over and coordinate with relevant ministries and sectors to organize thematic inspections on slaughtering activities and slaughtering control nationwide.
Coordinate with localities and relevant ministries and sectors to promptly detect and strictly handle slaughterhouses that do not meet conditions. Strengthen and rectify quarantine work of veterinary forces and slaughterhouses; further strengthen quarantine through borders and inland.
The Ministry of Public Security directs functional forces to strengthen the detection, investigation, and strict handling of serious violations of animal slaughtering control that spread diseases and cause food insecurity.
The Ministry of Health strengthens food safety inspection according to assigned functions and tasks and coordinates with relevant ministries and sectors to rectify the lax inspection of food safety and hygiene in collective kitchens, especially in schools.
