On the morning of March 3, the Standing Committee of the Party Committee of the Quang Ninh Provincial People's Committee met, listened to and gave opinions on the results of the organization and the plan to concretize the minutes and agreements reached at the 2025 Early Spring Meeting program and the 16th Joint Working Committee Conference.
The program met in early spring 2025 took place at the end of February and was a great success. With great efforts and high determination, provinces, cities and regions have thoroughly grasped and seriously and effectively implemented the high-level common perception of the leaders of the Party and State of Vietnam and China. From there, propose solutions to build increasingly substantial, effective and sustainable cooperative relations between provinces and regions.
At the meeting, the Provincial Party Secretaries of Quang Ninh, Ha Giang, Cao Bang, Lang Son provinces (Vietnam) and the Guangxi Zhuang Autonomous Region (China) signed a Minutes of talks on further strengthening the comprehensive strategic cooperative partnership, promoting the building of a Community of Shared Future of Vietnam - China with strategic significance; at the same time, agreed on the cooperation contents, signed 29 agreements, related to the fields: Health, Transportation, Trade, Tourism, cross-border labor management, agriculture, education and training, information, communication, youth union exchange, political and social organizations...
At the meeting of the Standing Committee of the Quang Ninh Provincial People's Committee this morning (March 3), Mr. Pham Duc An - Party Committee Secretary, Chairman of the Quang Ninh Provincial People's Committee - highly appreciated the proactiveness and positivity of agencies and units in the province, who have participated in giving opinions and developing cooperation plans in each field right after the 2025 Spring Meeting Program ends.
Mr. An requested that cooperation programs and goals be quickly specified within the framework of the Joint Working Committee mechanism in accordance with the direction of the Provincial Party Committee. The contents focus on the fields of trade, investment, tourism, healthcare, science and technology, agriculture, cross-border labor management, justice, logistics, transportation connectivity, upgrading, opening new border gates, openings, etc.
In particular, the Chairman of the People's Committee of Quang Ninh province requested the need to study and cooperate in implementing the smart border gate model; build transportation infrastructure at border gates, strengthen convenient customs cooperation to increase customs clearance efficiency, import-export turnover; actively report to the Central agencies to promptly deploy the planning of the Mong Cai - Ha Long - Hai Phong standard gauge railway line, along with the Lao Cai - Hanoi - Hai Phong national railway line.
At the same time, actively participate and coordinate the research work of the Working Group on researching models for building a Vietnam - China Border Economic Cooperation Zone; promote cooperation, exchange experiences in innovation, digital transformation, tourism, media, journalism... to promptly complete the draft plan to report to the Provincial Party Committee in March 2025.
