On February 26, Party Central Committee member and Deputy Prime Minister Tran Hong Ha worked with the Ministry of Transport (MOT), relevant ministries, branches and 9 provinces and cities on the plan to organize the implementation of Resolution No. 187/2025/QH15 of the National Assembly on the investment policy for the Lao Cai - Hanoi - Hai Phong railway construction investment project.
According to Resolution 187, the Lao Cai - Hanoi - Hai Phong railway project, with a total capital of VND203,231 billion, equivalent to USD8.37 billion, strives to be completed by 2030 at the latest.
The starting point of the project is at the rail connection location across the border (Lao Cai province), the end point is at Lach Huyen station (Hai Phong), nearly 391 km long; the length of the branch line is 27.9 km, passing through 9 provinces and cities including Lao Cai, Yen Bai, Phu Tho, Vinh Phuc, Hanoi, Bac Ninh, Hung Yen, Hai Duong and Hai Phong.
At the meeting, leaders of localities where the railway line passes through hoped to soon hand over the route, site clearance boundaries of the project; site clearance project implementation process, and resettlement area construction.
Propose to add a number of railway stations and railway lines connecting dry ports and industrial parks; update and adjust planning, architectural, technical infrastructure, and social infrastructure indicators to build resettlement areas, urban development, industrial parks, and logistics services in the vicinity of railway stations.

Concluding the meeting, Deputy Prime Minister Tran Hong Ha emphasized that the project implementation must be extremely urgent, scientific, firmly grasp the progress, and ensure the quality of the project.
The Ministry of Transport needs to absorb the opinions at the meeting and urgently complete the draft Resolution of the Government on the plan to implement the resolutions of the National Assembly on the investment policy for the construction of the Lao Cai - Hanoi - Hai Phong railway, the North - South high-speed railway, and the Hanoi and Ho Chi Minh City urban railways.
The Ministry of Transport coordinates with ministries and branches to develop a decree guiding the implementation of specific mechanisms and policies, especially for railway projects that have been permitted by the National Assembly, "with a limited period, some people will do specifically".
The Deputy Prime Minister assigned the Ministry of Transport to urgently develop and promulgate criteria, regulations, technology standards, and general designs for the railway system as a basis for determining capital mobilization plans (ODA capital, bonds, socialized sources), selecting contractors to ensure the progress milestones of the Lao Cai - Hanoi - Hai Phong railway project.
In which, consider and study proposals related to adding stations and branch lines to ensure effective economic development of localities with railway lines passing through.
Localities closely coordinate with the Ministry of Transport to determine the boundary for site clearance early and accurately, as a basis for capital allocation, implementation of site clearance and resettlement projects, and adjustment of planning related to urban development, industrial parks, and logistics services in the vicinity of railway stations.
The Deputy Prime Minister also gave instructions on the development of projects on research, development of science and technology, training of railway human resources; establishment of railway industrial complexes (collusion of participation of metallurgy, mechanical, manufacturing, signal information enterprises); restructuring Vietnam Railway Corporation to undertake the task of managing freight and passenger transport activities, exploiting and operating the railway system.
