The Investigation Police Agency of the Ministry of Public Security has just prosecuted Hoang Thi Huong (Hoang Huong, 38 years old, in Phu Tho) and 5 other defendants for the crime of "Violating accounting regulations causing serious consequences".
Initial investigation information revealed that the "ecosystem" related to Hoang Huong has a scale of up to 18 companies and 25 business households, along with accusations of false declaration of value added tax of nearly VND 2,100 billion.
These units participate in selling functional foods, health protection foods and a number of other products.
In Hoang Huong's ecosystem, Hoang Huong Pharmaceutical Joint Stock Company is known as a unit that produces and trades many product lines such as bone and joint capsules, blood thinners, mouthwash, shampoos, etc. with strong promotional activities on social networks.
Previously, this enterprise was repeatedly fined by the Department of Food Safety (Ministry of Health) for false advertising, causing misunderstanding about its uses. In 2022, the company was fined VND65 million for advertising the product "Hoang Huong Bones and Joints" as a treatment drug. The Food Safety Department has published many Facebook and YouTube links with illegal advertising content, exaggerating the uses, and causing misunderstandings to consumers.
Ms. Hoang Huong is also known as the owner of Hoang Huong Confident Smile International Dental chain in Hanoi. This facility had its operating license revoked by the Hanoi Department of Health due to the use of unlicensed personnel and changes in the facility's facilities compared to the appraised records.
According to data from the National Portal on Business Registration, Hoang Huong Pharmaceutical Joint Stock Company is headquartered at 36 Nguyen Hoang Street (Hanoi), established in August 2021, with an initial charter capital of 6 billion VND.
The three founding shareholders include Mr. Pham Thanh Phuong (contributing 5.4 billion VND, accounting for 90%), Ms. Nguyen Thi Hang Trang and Mr. To Van Tuong (each person contributing 300 million VND). Mr. Pham Thanh Phuong (born in 1983) initially held the position of Director and legal representative.
After only a few days, this position was changed to Mr. Nguyen Van Huy (born in 1993), Ms. Pham Thi Thu (born in 1985), and then to Mr. Huy in November 2021. By October 2022, the company increased its charter capital to VND16 billion, but did not disclose details of the shareholder structure.
Although not listed in the shareholder's records or management position, Hoang Huong is still introduced at corporation events as the operator, often appearing as the "General Director". The company's products are all associated with the image and brand name Hoang Huong.
Along with that, the Meli brand - a product line including shower gel, laundry detergent, mouthwash, shampoo, gel tri, blood alcohol... - is also regularly introduced and promoted by Hoang Huong.
According to the registration information, these products belong to K&B Trading and Investment Company Limited, established in May 2025, with a charter capital of 35 billion VND. K&B Company has the same address as Hoang Huong Pharmaceutical, with Ms. Nguyen Thi Thoa (born in 1993) as Director and legal representative. The registered enterprise's main business line is retail of pharmaceuticals, perfumes, cosmetics and personal care products.
Regarding her role in business activities, according to initial statements at the police station, Hoang Thi Huong said that due to her weak capacity, she only focused on selling, "KOL" and promoting products. Hoang Huong assigned the system to another crew. However, she also admitted her violations and her responsibility.
