Listening to recommendations from FDI enterprises
On the morning of November 1, at the Binh Duong Provincial Convention and Exhibition Center, the Provincial People's Committee held a meeting and dialogue with foreign enterprises - Korean enterprises.
Attending the conference were Mr. Mai Hung Dung - Permanent Vice Chairman of the Provincial People's Committee, leaders of departments, branches and representatives of more than 100 Korean enterprises operating in Binh Duong province.
At the conference, representatives of Korean enterprises requested that Binh Duong provincial agencies provide further explanations to better understand the regulations in the Law on Foreign Trade Management and Decree No. 90/2007/ND-CP.
Korean businesses also expressed that, up to now, they still face many difficulties in VAT refunds.
In addition, this year, Korean enterprises are still having to bear too high costs to complete regulations on environmental protection and fire prevention. It is recommended that state agencies provide specific instructions on the process for enterprises to complete procedures according to regulations.
Korean enterprises proposed that the Enterprise Support Center (under the Department of Planning and Investment) would operate as a one-stop service center for foreign enterprises. “We hope that this consulting and support service is not only limited to the areas under the jurisdiction of the Department of Planning and Investment, but also expanded to provide consulting services in all areas related to the business activities of enterprises,” said a representative of a Korean enterprise.
Removing obstacles for businesses
At the conference, representatives of Binh Duong Provincial Police also answered questions about fire prevention and fighting regulations for businesses.
A representative of the Department of Natural Resources and Environment of Binh Duong province said that from the beginning of 2024 until now, the department has organized 8 training conferences to implement legal regulations on environmental protection and disseminate Green Book registration for more than 6,000 enterprises who are investors in industrial parks, industrial clusters, and enterprises in the province; organized for more than 350 enterprises, of which 250 enterprises are required to conduct grassroots greenhouse gas inventories in Binh Duong province.
Currently, the department is continuing to organize conferences to deploy environmental protection regulations of Binh Duong province, waste incident response plan; and source-based household waste classification plan for more than 250 officials working in state management of environmental protection and more than 1,000 businesses.
Other departments and branches also responded to comments on Korean enterprises' concerns related to issues such as amending regulations on value-added tax (VAT) refunds; regulations on granting work permits to foreigners; procedures for granting construction permits; fire prevention and fighting; preferential investment tax policies, incentives when expanding business investment; immigration issues, etc.
Continue to improve the investment environment
Talking with Korean enterprises, Mr. Mai Hung Dung - Permanent Vice Chairman of Binh Duong Provincial People's Committee - affirmed that Binh Duong continues to focus on improving the investment environment, maximally simplifying and fully and promptly publicizing and transparently handling administrative procedures and administrative records.
The province will prioritize resources to continue investing in completing infrastructure, expanding and opening new industrial zones and clusters, creating clean land funds to attract investment; deploying human resource training, building social housing, housing for workers, providing adequate and timely labor resources for businesses to invest; focusing on developing high-quality services to meet the production and business requirements of businesses and the needs of industrial and urban development of the province.
Korean enterprises invest 775 projects with 3.4 billion USD in Binh Duong
Information at the conference showed that, to date, Binh Duong province has 4,356 investment projects from 65 countries and territories with a total registered capital of more than 42 billion USD. Among the countries investing in Binh Duong, South Korea ranks 5th with 775 projects and a total investment capital of more than 3.4 billion USD.
