On October 7, concluding the online Government meeting with 63 localities, Prime Minister Pham Minh Chinh emphasized the need for strong decentralization and delegation of power as required by the 10th Central Conference with the viewpoint of "locality decides, locality acts, locality takes responsibility".
"There is no reason why we should not decentralize and delegate power, there is no reason why we should not eliminate the request-grant mechanism. There may be problems and conflicts during the implementation process, but we will continue to resolve them," said the Prime Minister.
The Head of Government emphasized that we will continue to prioritize promoting growth while maintaining macroeconomic stability, controlling inflation, and ensuring major economic balances. We will strive to achieve a GDP growth rate of over 7% for the whole year and a growth rate of 7.5-8% in the fourth quarter.
Conduct monetary policy proactively, flexibly, promptly and effectively; coordinate synchronously, harmoniously and closely with a reasonable, focused, key expansionary fiscal policy and other macroeconomic policies; do not conduct "jerky" operations.
The State Bank maintains exchange rates, strives to reduce lending rates, increases access to credit capital, focuses on priority sectors, strives to increase credit for the whole year by about 15%; and controls bad debt risks.
Ministry of Finance effectively implements policies to extend and reduce taxes, fees, and charges. Strive to increase annual revenue by at least 10% above the estimate.
Notably, the Prime Minister requested to continue to thoroughly handle outstanding and prolonged issues and projects, weak banks, solutions for SCB Bank, and investment projects to build facilities 2 of Bach Mai and Viet Duc hospitals.
Urgently remove difficulties and obstacles for projects and land in the inspection and examination conclusions and verdicts stated in Project 153.
The Prime Minister proposed to well implement the following 5 groups of important and urgent tasks and solutions.
First, prioritize growth, promote traditional growth drivers and boost new growth drivers.
Second, there must be no shortage of food, electricity, gasoline, water, medicine, medical supplies, and input materials for production, business, and people's lives.
Third, coordinate with the National Assembly Standing Committee and National Assembly committees to carefully prepare laws and resolutions to submit to the National Assembly in the direction of increasing decentralization, reducing administrative procedures, both managing and creating development, mobilizing all development resources.
Fourth, complete housing support for households affected by natural disasters, deploy a VND140,000 billion credit package to develop social housing and respond to the emulation movement to eliminate temporary and dilapidated houses nationwide.
Fifth, promote production and business, promote public investment disbursement, create jobs, livelihoods, and improve people's spiritual and material life.
