On June 1st, the Government Electronic Information Portal organized a seminar "Is using E10 gasoline worrying?" with the participation of guests who are representatives of state management agencies, associations, and technical experts to discuss and clarify issues that still cause public concern surrounding the use of E10 gasoline.

Speaking at the seminar, Mr. Dao Duy Anh - Deputy Director of the Department of Innovation, Green Transformation and Industrial Promotion (Ministry of Industry and Trade) - explained the reasons why Vietnam and many countries around the world have to use biofuels.
According to Mr. Dao Duy Anh, besides environmental benefits, biofuels are also a renewable energy source because they are produced from agricultural products. The development of the biofuel industry also contributes to forming a complete value chain from raw material areas, production, processing to logistics and distribution, thereby promoting socio-economic development, creating jobs and supporting sustainable growth goals.
In particular, according to Mr. Dao Duy Anh, improving the use of biofuels will reduce dependence on mineral fuels.
In the context of the risk of disruption to fossil fuel supply always present due to geopolitical fluctuations and international conflicts, the development of new domestic fuel sources will help reduce dependence on imports, improve self-reliance and contribute to ensuring national energy security," Mr. Duy Anh emphasized.

Explaining more about the reason from June 1, 2026, only using E10 and E5 gasoline without using it in parallel with mineral gasoline, Mr. Dao Duy Anh said that to implement the biofuel roadmap according to Circular 50/2025/TT-BCT, the Ministry of Industry and Trade has researched and implemented it very carefully based on assessing and surveying all conditions, from supply to storage infrastructure, mixing, transportation and distribution to consumers.
Through a comprehensive survey and assessment process, we realize that it is time to implement this policy. This is a correct direction, which has been concretized by resolutions of the Politburo, decisions of the Prime Minister and received the consensus and determination of ministries and sectors. When we have surveyed, assessed and have full information, there is no reason for us to continue to retain and circulate mineral gasoline. If we still use mineral gasoline, how can we say that we reduce dependence on fossil fuels and be self-sufficient in national energy security," said Mr. Duy Anh.
According to Mr. Bui Ngoc Bao - Chairman of the Vietnam Petroleum Association, June 1st is the first day we apply Circular 50, converting and replacing gasoline from mineral gasoline to E10 bio-gasoline.
Mr. Bui Ngoc Bao emphasized that for fuel in general, it must be recognized that from the 80s of the last century to now, we have had 4 very profound fuel conversions.
Each previous conversion period had concerns among users, state management agencies, businesses... But in this conversion, we have calculations and proactiveness based on a very careful assessment of resources," Mr. Bao said.

In terms of technology as well as infrastructure preparation, Mr. Bao said that although this is a product that countries in the region as well as the world use very widely, we should not forget the test assessments to see if it is suitable for Vietnam's conditions.
“Before deploying bio-gasoline, scientists and economic experts have conducted many studies and assessments to ensure that the product is suitable for Vietnamese conditions. At the same time, the system of regulations and technical standards is also fully built. Basically, the technical indicators of E5 and E10 gasoline are similar to mineral gasoline, including important parameters affecting the ability to start, accelerate and the burning process of the engine. The only difference is that ethanol will have a higher oxygen content, thus burning hotter,” Mr. Bao said.
Mr. Bao affirmed that the conversion to E10 gasoline is a proactive step, carefully prepared for a long time with the elaborate and careful preparation of the Government and state management agencies, businesses.
