Energy saving in industrial parks is getting better and better
Using energy economically and efficiently is a major policy of the Government, associated with the goal of green growth, sustainable development and improving the competitiveness of businesses. The Ministry of Industry and Trade is currently the focal agency to implement the National Program on Energy Efficiency and efficiency for the period 2019-2030.
Speaking at the seminar "Using energy economically and efficiently: sustainable investment problem for businesses" on October 2, Mr. Cu Huy Quang - Head of the Department of Energy Efficiency and Green Transformation, Department of Innovation, Green Transformation and Industrial Promotion (Ministry of Industry and Trade) - said that in the past, the Ministry of Industry and Trade has supported businesses in consulting on solutions for energy-saving and efficient use; energy auditing to detect energy-consuming stages, thereby finding solutions to effectively use energy sources in businesses.
Deploying an energy management model, especially large enterprises are supported to deploy an Energy Management System according to ISO 5,0001 standards. Transfer technology, access new, advanced technology and energy efficiency; support human resource training (energy managers, energy auditors) to improve energy efficiency in enterprises.
"The application of energy efficiency in industrial parks in Vietnam in general and in Hanoi in particular is taking place increasingly positively, but the popularity and efficiency still depend on many factors such as business scale, production type, investment capital and awareness of business leaders" - Mr. Cu Huy Quang assessed.

Barriers from capital, technology and human resources
Assessing the main difficulties of businesses in implementing energy efficiency, Mr. Tran Anh Tuan and Mr. Nguyen Van - Vice Chairman of the Hanoi Supporting Industry Business Association (HANSIBA) - said that there are 4 factors.
First, it is to change and adjust awareness and behavior in using energy. Second, it is to invest in innovation of the line, modern technology accounts for a large cost. Third, the quality of human resources in local businesses is not uniform, and access to energy-saving technology is still limited. Fourth is that the regulatory standards and policies are still in the process of being finalized to encourageSDNL TK&HQ enterprises.
Faced with these difficulties, Mr. Cu Huy Quang said that in order for businesses to boldly invest in energy conversion, there needs to be a mechanism to reduce financial risks.
"The Ministry of Industry and Trade is coordinating with financial institutions or localities to study and propose a number of important mechanisms that can include: credit guarantee mechanism for energy-saving projects, especially small and medium-sized enterprises; interest rate support or loan incentives from green development funds, environmental protection funds; ESCO model (energy service companies) - in which enterprises do not have to pay off initial capital, but gradually pay off savings; tax incentives, and quick deductions for energy-saving equipment and technology" - Mr. Quang informed.
Regarding implementation coordination, the Ministry of Industry and Trade is closely coordinating with the State Bank, the Ministry of Finance, the World Bank (WB) and international financial institutions to build a green credit package, while connecting with local authorities to bring pilot support models to degrad provinces and cities.
