On October 2, Deputy Prime Minister Bui Thanh Son chaired the 6th meeting of the State Steering Committee for important national and key energy programs, projects and works.
Speaking at the meeting, the Deputy Prime Minister pointed out a number of tasks that are still slow to be implemented, even without progress, in which the site clearance for power grid projects to release capacity for Nhon Trach 3 and Nhon Trach 4 Power Plants and the Tri An hydropower plant expansion project were not completed on schedule.
The selection of investors for power projects using liquefied gas is very slow.
The Deputy Prime Minister requested ministries, branches and localities to proactively handle and resolve difficulties and problems arising within their assigned authority to speed up the progress of works and projects, not to let work be delayed.
Provinces and cities need to increase staff with sufficient capacity and experience in compensation and site clearance with the spirit of not allowing work to be interrupted when implementing the 2-level local government model; it is necessary to establish working groups and groups to directly resolve site clearance work, especially in Dong Nai province.
The Deputy Prime Minister assigned the Ministry of Industry and Trade to support localities in urging the implementation of specific tasks for groups of projects with investors and without investors; regularly inspect, supervise, and evaluate the implementation of source and grid projects to propose solutions to ensure progress according to approved planning and thoroughly handle projects with delays according to authority and regulations.
The implementation of selecting investors for power source projects without investors, such as the gas power project in Nghi Son, Ca Na, Quynh Lap must be completed in the fourth quarter of 2025.
The Ministry of Industry and Trade urgently completes and submits to the Prime Minister to complete the Steering Committee and Working Regulations of the Steering Committee, to be completed in October 2025.
Review and add power projects subject to the adjustment of Power Plan VIII after being approved to the list of important national programs, works, and projects, key to the energy sector, especially the power supply project for the North in the 2026-2030 period, to complete this task in October 2025.
The Deputy Prime Minister also assigned the Ministry of Industry and Trade to study and develop a mechanism to strictly handle investors who register to develop energy projects but are slow or not implemented, affecting national energy security.
Vietnam Electricity Group (EVN), National Industry - Energy Group (PVN) focus on implementing projects, in which all work must have a specific and earlier completion schedule; ensuring regulations on labor safety, technical safety and quality of works and projects throughout the implementation process.
Regarding the series of projects to develop the Green Elephant Fish gas field, the Deputy Prime Minister proposed to establish a working group to agree with ExxonMobil Group on the implementation plan, to be completed in October 2025.
