Assigning 9 localities and many solutions to difficulties for renewable energy projects

The Prime Minister directed ministries, branches and 9 localities to urgently remove difficulties for renewable energy projects.

Deputy Prime Minister Nguyen Hoa Binh has just signed Official Dispatch No. 118/CD-TTg of the Prime Minister on urgently implementing the assigned tasks in Resolution No. 233/NQ-CP on policies and directions to remove obstacles and difficulties for renewable energy projects.

The dispatch was sent to the Ministers of the Ministries of Agriculture and Environment, Industry and Trade, Construction; the Government Inspector General and Chairmen of the People's Committees of the provinces and cities: Ho Chi Minh City, Can Tho, Dong Nai, Vinh Long, Dong Thap, Phu Tho, Lam Dong, Khanh Hoa, and Dak Lak; Chairman and General Director of Vietnam Electricity Group.

The Prime Minister requested the Chairman of Lam Dong Provincial People's Committee to direct the implementation and completion of handling of difficulties and problems of wind power/solar projects overlapping with the zoning plan for the exploration, exploitation, processing and use of titanium ore/national mineral reserve area for titanium (formerly related to Binh Thuan province).

Handling projects overlapping the zoning plan for exploration, storage, exploitation, processing and use of bauxite ore (formerly related to Dak Nong province); report the results before July 25, 2025.

The Chairman of the Dak Lak Provincial People's Committee directed the implementation and completion of handling problems and difficulties of projects (Long Thanh 1) overlapping with the planning of Ia More Reservoir Irrigation Area; report the completion results before July 25, 2025.

Chairmen of the People's Committees of provinces/cities: Dong Nai, Lam Dong, Khanh Hoa, Ho Chi Minh City and Dak Lak (according to the administrative areas after the merger), related to land management procedures for wind power and solar power projects stated in Conclusion 1027/KL-TTCP: Directing the implementation and completion of handling problems and difficulties in land-related procedures (increasing land use areas, land lease procedures, converting land use purposes) of projects (40 projects) mentioned in Conclusion 1027/KL-TTCP; report the results before July 25, 2025.

Chairmen of the People's Committees of the following provinces/cities: Dong Nai, Vinh Long, Dong Thap, Can Tho City, Phu Tho, Ho Chi Minh City, Khanh Hoa, Lam Dong, Dak Lak: Direct the organization of determining land for farming and aquaculture related to rooftop solar power built on agricultural and forestry land with a large capacity under the aquaculture farm investment model according to the content of Report No. 345/BC-BCT; report the results before July 25.

General Director of Vietnam Electricity Group: Direct the implementation and completion of handling problems on unifying the purchase and sale price of rooftop solar power for domestically built on agricultural and forestry land with large capacity under the farm investment model, report the results before July 25.

Regarding problems and difficulties in receiving FIT prices for wind and solar power projects: Based on the results of the implementation of tasks assigned in Notice No. 334/TB-VPCP, the Minister of Industry and Trade and the General Director of Vietnam Electricity Group are assigned to direct the review, proposal, and clear recommendation of the handling plan stated in Document No. 729/BC-BCT, on that basis, collect opinions from relevant ministries and agencies, synthesize, absorb, and explain to the Government before July 25, 2025.

The Ministry of Agriculture and Environment shall preside over and coordinate with the Ministry of Industry and Trade and localities to review and promptly resolve the existing problems and problems related to overlapping planning/areas for mineral reserves, irrigation planning, conversion of forest land use purposes, agricultural land... according to its authority, to be completed before July 25.
