
On August 21, 2025, in Hanoi, the Ministry of Industry and Trade held an online and in-person conference to review the implementation of Decree No. 57/2025/ND-CP on direct electricity purchase and sale mechanism (DPPA) and Decree No. 58/2025/ND-CP on the mechanism for developing renewable energy and new energy.
Speaking at the opening of the Conference, Deputy Minister Nguyen Hoang Long emphasized that the mechanism for direct electricity purchase and sale and the mechanism for developing renewable energy and new energy are pioneering and very new mechanisms in Vietnam, the implementation may have some objective difficulties that need to be considered to propose amendments in accordance with objective practice.
In order to thoroughly remove difficulties and obstacles in implementing mechanisms and research and propose feasible solutions, in accordance with legal and practical regulations, the Ministry of Industry and Trade will organize online and direct summarization conferences on the implementation of direct electricity purchase and sale mechanisms in Decree No. 57/2025/ND-CP and Decree No. 58/2025/ND-CP to dialogue with representatives from localities, corporations and enterprises.

At the conference, representatives of many localities and businesses frankly shared the difficulties and problems in the implementation process. The issues focus on the power sale price framework in the DPPA mechanism, compensation costs for differences when transacting through the national grid, procedures for granting certificates of rooftop solar power development as well as conditions for offshore wind power projects to enjoy preferential policies.
In addition to positive initial results, there are still many contents that need to be studied, revised and supplemented to ensure feasibility, transparency and suitability with practice.

Concluding the Conference, the leaders of the Ministry of Industry and Trade acknowledged and highly appreciated the participation and contribution of opinions from localities, enterprises and Vietnam Electricity Group. To ensure the implementation of Decree No. 57/2025/ND-CP and Decree No. 58/2025/ND-CP is truly effective, the Ministry's leaders requested units to focus on implementing a number of key tasks.
Firstly, the People's Committees of provinces and centrally run cities need to strengthen their role in state management at the local level; proactively organize inspections and supervise the implementation of direct electricity trading mechanisms and develop renewable energy and new energy.
At the same time, localities urgently submit reports as required in Document No. 6045/BCT-DL dated August 14, 2025, clearly stating difficulties and problems and specific recommendations for the Ministry of Industry and Trade to consider and synthesize.
Second, Vietnam Electricity Group must soon have an official opinion on the proposal to eliminate the cost of compensation for differences in the DPPA mechanism through the national grid; direct affiliated units to closely monitor the implementation situation, promptly report any arising shortcomings and fully implement the periodic reporting regime according to regulations.
Third, the Electricity Department is responsible for synthesizing all opinions at this Conference, including recommendations from localities, businesses and EVN, to report to the Ministry's leaders. On that basis, the Department urgently develops a plan, advises the Ministry to submit to the Government for consideration of amending and supplementing regulations according to a shortened procedure, ensuring feasibility and consistency in the entire electricity industry.
The leaders of the Ministry of Industry and Trade emphasized the need for the synchronous and drastic participation of localities, businesses and management agencies, the new mechanisms are truly effective, contributing significantly to the sustainable development of the Vietnamese energy industry.
