Implementing the direction of the Central Steering Committee on summarizing the implementation of Resolution No. 18-NQ/TW on the arrangement of Party agencies and units at the Central level, the Ministry of Finance continues to review, arrange, and streamline the internal apparatus, public service units and state-owned enterprises, ensuring effective, efficient and efficient operations.
Accordingly, the Ministry of Finance has thoroughly grasped and strictly implemented the policy of not establishing departments in the Departments under the Ministry. In special cases, for newly merged and consolidated Departments with 3 or more Department-level focal points or with large staffing scale (from 45 positions or more), the consideration of establishing a department is only carried out when each department has at least 15 people.
At the same time, the Ministry will develop a plan to reorganize public service units in the direction of improving operational efficiency and enhancing autonomy.
On that basis, the Standing Committee of the Ministry Party Committee issued 2 resolutions on the arrangement of administrative organizations and public service units; at the same time, issued 1 resolution on completing the plan to arrange state-owned enterprises and the internal apparatus of enterprises.
The review results of the Ministry of Finance show that for administrative organizations, the Ministry has reduced 5 departments under the Departments under the Ministry, contributing to reducing focal points and improving operational efficiency.
For public service units, on October 6, 2025, the Ministry of Finance issued Official Letter No. 15440/BTC-TCCB reporting to the Government Party Committee on the implementation results and proposed a reorganization plan in the coming time.
According to the plan, the Ministry of Finance will continue to reduce 11 units compared to the present, from 35 units to 24 units, equivalent to a reduction of 31% in the number of public service units.
Regarding staffing, the Ministry of Finance (after the merger) continues to cut the number of civil servants by 3.2% to ensure a 5% reduction in staffing by the end of 2026 according to Decision No. 73-QD/TW dated July 18, 2022 of the Politburo.
The Ministry of Finance said that from 2017 to present alone, the Ministry (after the merger) has cut 7,911 civil servant staffing targets, equivalent to about 10% of the total staffing. At the same time, the Ministry has reported to the Ministry of Home Affairs on the plan for the 2026-2031 period, in which it continues to cut 7,515 civil servant positions, equivalent to 10.6% compared to the present.
For state-owned enterprises, the Ministry of Finance has completed the report to the Standing Committee of the Government Party Committee on the plan to arrange state-owned enterprises and organize the apparatus within enterprises, as a basis for continuing to implement the next steps in accordance with the policies of the Party and State.
