In the document responding to the petition of voters in Ninh Binh province, the Ministry of Home Affairs said that Resolution No. 27-NQ/TW on reforming salary policies for cadres, civil servants, public employees, armed forces and workers in enterprises stipulates specific factors to design new salary tables, expand salary relations as a basis for determining specific salary levels in the salary table system.
At the same time, according to Conclusion No. 24-KL/TW and Resolution No. 104/2023/QH15, the Ministry of Home Affairs has chaired and coordinated with relevant ministries and agencies to report to competent authorities on the implementation of 6 salary reform contents according to Resolution No. 27-NQ/TW from July 1, 2024.
However, during the implementation process, many problems and inadequacies arose. Accordingly, the Politburo issued Conclusion No. 83-KL/TW; the National Assembly issued Resolution No. 142/2024/QH15 and the Government issued Decree No. 73/2024/ND-CP to adjust the basic salary from 1.8 million VND/month to 2.34 million VND/month (an increase of 30%) from July 1, 2024 for cadres, civil servants, public employees and armed forces.
"The above adjustment of the basic salary is a great effort of the Central Government, the National Assembly, and the Government to contribute to improving the lives of salary earners, creating motivation and improving social stable labor productivity" - the document of the Ministry of Home Affairs clearly stated.
In Conclusion No. 83-KL/TW, the Politburo assigned the Central Economic Commission (now the Central Policy and Strategy Commission) to preside over the preliminary review of Resolution No. 27-NQ/TW.
In particular, the Party Committee of the Ministry of Home Affairs will coordinate with relevant departments, ministries and branches to study and evaluate the suitability, feasibility and propose the implementation of 5 new salary tables and 9 new allowance regimes of the public sector accordingly to submit to the Central Committee for consideration in 2026 when the Politburo promulgates and implements the system of Job Position Lists in the political system.
Resolution No. 27-NQ/TW dated May 21, 2018 of the 7th Central Conference of the 12th tenure stipulates 5 salary tables including: 3 salary tables for the armed forces; 1 salary table for leadership positions (elected, appointed) in state agencies, public service units and 1 professional and technical salary table for civil servants and public employees in state agencies, public service units.
Also according to Resolution 27-NQ/TW in 2018, there are 9 types of allowances under the new salary regime including: Co-term allowance; Seniority allowance beyond the framework; Regional allowance; Work responsibility allowance; Mobile allowance; Vocational preferential allowance; Working allowance in areas with particularly difficult socio-economic conditions; Allowance according to administrative unit classification and according to public service unit classification; Allowance applied separately to the armed forces.
Based on the goals and tasks approved by the 14th National Party Congress, socio-economic and financial development plans for the next 5 years, socio-economic conditions and the capacity of the State budget, the Ministry of Home Affairs will report to competent authorities to consider proposing a salary regime according to the roadmap in Conclusion No. 83-KL/TW.
