LTS: In order to realize the goal of becoming a world logistics center, Vietnam needs to develop infrastructure, including a dry port system. However, this system is currently assessed to be lacking in both quantity and quality.
Typically, in Hanoi - one of the major cargo transportation centers in the country, there are about 25,000 enterprises operating in the logistics sector, but in Decision No. 287/QD-BXD, dated March 21, 2025 of the Ministry of Construction, Hanoi only has 1 Long Bien dry port. The "thirst" for dry port premises in Hanoi is considered extremely urgent. However, besides efforts to complete, the story of developing dry ports still exists in many painful situations.
Rental license plate, staff welcomes
One day in March, a reporter from Lao Dong Newspaper was present at the land for the construction of My Dinh ICD Wharf in Duc Thuong Commune, Hoai Duc District, Hanoi City. The project is invested by International Investment, Trade and Services Joint Stock Company (ILS).

According to the reporter's survey, the current status of the project is almost still an empty lot, with only a part of the land in the project for machinery, materials and a welcome gate with the words "My Dinh ICD Wharf".
Here, the reporter did not see any construction moves taking place.

However, in contrast to the project's silence, a notice board "leasing premises" appeared at the welcome gate area with the accompanying phone number.
A security guard in the project said that the project is currently leasing the premises (about 10,000 VND/m2) and instructed reporters to call the phone number provided on the notice board.
From the protection's instructions, posing as someone who needs to rent a space to build a sports field, the reporter was introduced by a person named T to Interserco - ILS International Investment, Trade and Service Joint Stock Company for discussion.
Inside the meeting room of Interserco, T quickly said that there were 2 units renting the premises in the above dry port area.
"You guys came to the project, right? There are still 6,000m2 next to me that have been leveled and are being offered to tenants. The contract will be signed once every 2 years. The expected price for leadership on my side is 20,000 VND/m2" - Thanh said.

wondering why when surveying the rental price of the project, there was information that it was only 10,000 - 15,000 VND/m2, T replied, there was a different price before because the 2 units were renting to level the site themselves, but when the company had finished leveling the land, the price mechanism was different.
T also noted that according to the plan, it is not allowed to have a roof here, so it is only suitable for mini soccer fields, and if the roof is built like a pickleball court, it may not be allowed by the local government. If I do it, I will take responsibility.

Even when the reporter expressed concern that business activities could be affected if the dry port construction project was restarted, T affirmed that he could commit to not having any problems within 2 years of the contract.
"If you request it, it can be committed for 2 years. In fact, the project is large, so there will be a phase. The area at that gate is the last one so it can be rented to customers" - T said.
What did the company's leaders say?
Although the signs of renting premises for the ICD My Dinh project in Hoai Duc are quite clear (there are signs of renting premises, protectors revealing, and company staff inviting). However, when the reporter came to confirm, the leaders of ILS company explained very quickly.
At a working session with reporters at the end of March 2025, Mr. Trieu Van Bang - Deputy General Director of Interserco - ILS International Investment, Trade and Service Joint Stock Company said that the project has cleared more than 99%. Basically, we have no problems, but regarding the site clearance progress, there are things that need to be done according to the correct process, said Mr. Bang.

When asked if this project had not been implemented but was still leasing the premises, Mr. Bang did not directly confirm but only said that the company "had not done any business there at all".
But when the reporter showed the "rental space" signboard hanging right at the land for the construction of My Dinh ICD Port (Duc Thuong Commune), Mr. Bang said that this was an advertising sign for rent at other addresses: "This is my sign, my phone number. That is, we have many ICD projects in many places, this is what we spread".
The reporter continued to show Mr. Bang the photo of T - the person who interacted with the above reporter - then he confirmed: "That's right. This person is in charge of infrastructure business for me, and explained: This person T is just a low-level employee. He was assigned to rent the premises of the dry port here. Well, if it ran KPI, there must be different opinions."
Speaking to Lao Dong Newspaper, lawyer Nguyen Thu Trang, Deputy Director of Heva Law Firm, said that according to general regulations of law, the state grants investment licenses, allocates land, and leases land with the aim of creating conditions for investors to complete projects on schedule. Therefore, leasing land when the project is not completed is not in accordance with the provisions of law.
The conditions for land lease must fully comply with Articles 45 and 46 of the Land Law. Notably, the land lessee must have a land use right certificate (Point a, Clause 1, Article 45), have completed the construction in accordance with the detailed construction planning and the approved investment project (Point b, Clause 1, Article 46).
"Furthermore, leasing land when the project is not completed has many potential risks. For example, during the construction process, the infrastructure is not yet complete, construction vehicles entering and leaving the construction site can pose a potential risk of traffic safety, labor safety, and environmental pollution," said lawyer Nguyen Thu Trang.
On the website of International Investment, Trade and Service Joint Stock Company (ILS), it is introduced: My Dinh ICD dry port project in Duc Thuong, Hoai Duc district, Hanoi city. The project has an area of 18 hectares. Capacity: 150,000 TEUs. Total investment: VND 1,704 billion
On the morning of January 6, 2017, ILS held a groundbreaking ceremony for the project. At that time, the company said the project progress was as follows:
Phase 1: Complete and put into use in 2018 the following items: Yard, inspection house, external warehouse, CFS warehouse, refrigerated warehouse, distribution warehouse, office, security system... with an area of over 10 hectares.
Phase 2: Complete the remaining construction items, complete construction investment to put the entire project into operation in 2020.
The project is expected to be a new customs clearance location for businesses with a full system of standard warehouses: export warehouses, CFS warehouses, refrigeration warehouses, e-commerce warehouses, offices of Customs agencies, shipping lines, etc.
