Recently, the Politburo passed Resolution 68-NQ/TW on private economic development. Which content is most impressive to promote the development of the private economic sector?
- Resolution 68 has correctly recognized the role, position and contributions of the private economic sector to the development of the country. Solutions on not institutionalizing civil economic relations have become more complete and clear, with solutions to improve the effectiveness of inspection and examination activities without causing negative impacts on businesses.
With the specific goals of Resolution 68, what measures do you propose to ensure the implementation process takes place quickly, effectively and on schedule?
- The goals set out in the resolution are very high, requiring implementation in a short time, increasing pressure on Government agencies and ministries and branches during the implementation process.
I think the Government should establish a special working group, including independent, experienced and dedicated experts, to review and propose solutions.
We aim to have 2 million enterprises by 2030. To achieve this, it is necessary to have steady growth each year, the first year is 20%, the following years are about 10-16%. Currently, the growth rate of operating enterprises is only about 3-4% or even negative. Therefore, it is necessary to synthesize solutions to improve the business environment, help businesses access capital, land, science and technology, consumption promotion and other support policies.
The most important thing is to create a favorable, safe and transparent environment for businesses to join and operate. In particular, the procedure process needs to be simplified, shortened, and clearly responsible from the highest level to monitor and evaluate the results regularly, thereby making appropriate adjustments. There needs to be an individual or agency with primary responsibility for this, with an independent team to monitor and propose solutions, helping to ensure the process is effective.
I propose to clearly assign responsibility to a ministry or agency, along with the individual directly in charge of and responsible for implementing the goal.
If there is an agency or individual with sufficient authority to take responsibility, with enthusiasm for the private economy, and with a team of independent monitoring, evaluating, and recommending, the process will ensure the right direction.
So what should businesses do to develop sustainably and maturely?
- The State has changed its thinking to promote the development of the private economic sector, so businesses themselves must also change their thinking in management and investment to grasp the current situation and development trends to be able to take advantage of sustainable development opportunities, not just long-term and short-term.
Enterprises need to do business responsibly, not only for personal or social benefits on a small scale, but when the enterprise develops to a certain extent, it will become the property of society. Business managers and owners must have a spirit of dedication, service, passion and responsibility to promote development so that businesses will be sustainable. Resolution 68 also proposes solutions to build a team of responsible entrepreneurs.
