How is the retail price of household electricity calculated?

Currently, household electricity prices are simply calculated according to the formula:

Electricity bills = Number (kWh) applied to electricity prices by scale x Retail electricity price for household applies by scale

The selling price of household electricity is regulated in Circular 16/2014/TT-BCT (amended and supplemented by Circular 25/2018/TT-BCT and Circular 09/2023/TT-BCT) as follows:

Households using electricity

Retail prices of household electricity are applied to households using electricity to meet household needs and having electricity purchase and sale contracts with electricity sellers. Each household is subject to a standard for domestic electricity use for 1 month.

If the buyer of household electricity is an electricity user with households sharing meters, the electricity sale price for households using the same meters will be applied according to the following formula:

Electricity buyer's quota = tung level quota x Number of households using electricity using the same metric

Renter

Electricity buyers using electricity for living purposes of tenants apply as follows:

- At each leased house address, the electricity seller only signs one electricity purchase and sale contract. The landlord must provide information about the residence of tenants using electricity;

- If the homeowner leases a house to a household: The homeowner is the person who directly signs an electricity sale contract with the electricity seller or the homeowner authorizes the renting household to sign an electricity sale contract, each household is entitled to a quota;

- If renting a house to students and workers, do as follows:

If the tenant has a rental contract for a term of 12 months or more and has registered for temporary residence, the landlord shall sign the contract or the landlord shall represent the tenant in signing the electricity purchase contract;

If the tenant has a rental contract for less than 12 months and the homeowner cannot fully declare the number of electricity users, the retail price of level 3 electricity (the amount of electricity used is from 101 - 200 kWh) will be applied for the entire amount of electricity measured in the meter.

If the landlord can fully declare the number of electricity users, the Electricity seller will issue the quota to the landlord based on the temporary residence book or the police's confirmation of temporary residence.

Customers buy electricity using their own transformers

For customers who buy electricity through a separate transformer for domestic use, the electricity price is calculated according to the retail price of household electricity.

In case of force majeure leading to the electricity seller having to change the time of recording the meter index, the electricity quantity of each level will be adjusted according to the actual number of days in the meter recording period.

If the date of recording the metric index does not match the date of adjusting electricity prices, calculating the electricity bill for daily life using the endogenous method with the following parameters:

+ Actual electricity used in the registration period.

+ Number of actual days of electricity use.

+ The electricity usage level of each level is based on the actual number of days between the two records.

Retail prices of household electricity using prepaid meters apply to customers buying temporary electricity and customers buying short-term electricity for household use.

When meeting the prescribed conditions, electricity retailers must install meters using prepaid cards at locations where customers need to buy electricity.

If the electricity buyer declares incorrectly the number of electricity users to be granted more electricity usage standards than the actual standards, the electricity seller has the right to request the buyer to compensate for damages and impose a fine for breach of contract.

If the new power supply for daily life purposes or changes in the subject, termination of electricity purchase contracts or changing the date of the number of meters is set according to the agreement with the electricity user, the electricity usage level of each step is adjusted according to the actual number of days of the meter index.
