In Resolution 55-NQ/TW on the orientation of Vietnam's National Energy Development Strategy to 2030, with a vision to 2045; Power Law 61/2024/QH15 and Resolution No. 70-NQ/TW on ensuring national energy security to 2030, with a vision to 2045, all prioritize the encouragement of the development of renewable energy, including self-produced and self-consumed rooftop solar power.
According to Mr. Tran Hoai Trang - Deputy Director of the Electricity Department (Ministry of Industry and Trade), the Ministry of Industry and Trade also advised, developed and submitted to the Government Decrees No. 56, 57 and 58/2025/ND-CP. It clearly states the regulations on the development of self-produced and self-consumed rooftop solar power that must be notified/registered to the competent authority.
The contents have closely followed the Central's direction to minimize conditions and administrative procedures, creating conditions for people and businesses to easily implement.
According to Mr. Tran Hoai Trang, Decree 58 also clearly stipulates the responsibilities of agencies and units. Accordingly, state management agencies and power units are responsible for guiding organizations and individuals to send notices to comply with specialized legal regulations when organizations and individuals request.
Sending notices or registering for development has two basic purposes. First, comply with legal regulations in developing rooftop solar power sources (on investment, construction, environmental protection, fire prevention and fighting and other relevant legal regulations). Second, ensure that state management agencies perform well management, issue policies in accordance with development practices; help power units manage and operate the power system safely and effectively; including calculating, forecasting load demand and developing appropriate operation plans.
Sharing more about the plan to develop rooftop solar power, Mr. Tran Hoai Trang, Deputy Director of the Electricity Department, said that the Department is drafting a decision of the Prime Minister on a policy to support this type of source, especially households installing on the roof to self-produc and self-consume.
According to the adjusted VIII Power Plan, by 2030, it is possible to reach about 14 million participating households, with an average capacity of 3-5 kW per household, accounting for about 16% of the national power source structure. This policy is expected to have financial support mechanisms (fitted support from the state, lending support from banks), technical support (local power companies are responsible for guiding and supporting households in installation, ensuring technical criteria). This helps ensure safe operation, fire prevention, and accurate statistics of rooftop power sources, serving the regulation of the national and regional power system.
In addition, the Ministry is also promoting the implementation of the direct electricity purchase and sale mechanism; is perfecting the two-component electricity price mechanism to create fairness and transparency for all participants in the electricity market.
Policies for developing electricity, renewable energy, and rooftop solar power have also been studied by the Ministry of Industry and Trade from developed countries such as Germany, Europe, China and many other countries to apply in Vietnam to suit the changing technology trend and practical situation in Vietnam associated with the energy transition process.
