Slow handover of site, each year TKV spends more than 18 billion VND

Quang Ninh - Both TKV and Quang Ninh are looking forward to handing over the site to build a hospital at the old facility of the coal processing factory, but there are still many problems.

According to Hon Gai Coal Selection Company - the unit assigned by the Vietnam National Coal - Mineral Industries Group (TKV) to manage and operate the Nam Cau Trang Coal Selection Plant, Ha Long City - because it could not be handed over to Quang Ninh province, the company still has to arrange forces to look after and pay land rent at a cost of up to 1.5 billion VND/month.

Thus, this company has to pay more than 18 billion VND per year while the Nam Cau Trang Coal Selection Plant has stopped operating since January 1, 2019 at the request of Quang Ninh, to protect the environment and surrounding landscape, especially for Ha Long Bay.

The estimated cost that Hon Gai Coal Selection Company has had to pay since the beginning of 2019 to date is more than 100 billion VND.

Since then, TKV, Quang Ninh province and related parties have met many times to clear the site, in order to find a place to build Quang Ninh Provincial General Hospital, Facility 2, with a total investment of about VND 4,200 billion, but to date, most of the assets on the land of this factory are still intact.

This is the reason why Ha Long City has only started construction of the technical infrastructure, including the service road and trees of the hospital, but has not been able to carry out the next important tasks.

According to the People's Committee of Quang Ninh province, there are many reasons for the inability to clear the land, including problems in determining the value of assets for compensation and handling plans for assets on the land. Because the factory has been invested in for many years and through many different stages; the supporting documents have not shown enough.

At the same time, through the inventory of assets within the project implementation boundary, there are many specific asset items not included in the unit price set prescribed by the Provincial People's Committee in Decision No. 45/20 19/QD-UBND dated December 31, 2019 on promulgating the Regulations on unit prices for compensation for assets attached to land when the State reclaims land in Quang Ninh province and Decision No. 32/2020/QD-UBND dated September 18, 2020 on amending and supplementing a number of contents of the regulations on unit prices for compensation for assets attached to land when the State reclaims land in Quang Ninh province issued with Decision No. 45/2019 QD-UBND dated December 3, 2019 of the Provincial People's Committee.

Finding a consulting unit to determine the remaining value of the above specific assets still faces many difficulties.

The construction project of Quang Ninh General Hospital, Facility 2, is considered one of the key projects that need to be implemented in 2025 in Quang Ninh.

Both Quang Ninh province and the Vietnam National Coal and Mineral Industries Group are determined to resolve site clearance in the first months of 2025, in order not to waste the prime land, while TKV also does not spend an additional 18 billion VND per year even though it no longer uses the land.
