On November 1, the People's Committee of Tan Son Nhat Ward organized a Dialogue Conference between the ward leaders and more than 200 business households in the area. The event focused on answering the issue of terminating the contract tax mechanism from January 1, 2026 according to Decision 3389/2023/QD-BTC of the Ministry of Finance, switching to self-declaration and self-payment methods. This is considered a big change to make tax management transparent and create competitiveness.
In his opening speech, Chairman of the People's Committee of Doan Van Du Ward acknowledged the positive contributions of business households in local economic development, affirming that business households are one of the pioneers in promoting double-digit growth of the ward in 2025 and pledged to always accompany and create the most favorable conditions for business households to develop production.
At the dialogue, Mr. Tuan (a business household in Tan Son Nhat ward) said that according to regulations, from next year, a business household like his will switch to tax declaration. Although policies have changed, new approaches are more transparent and more favorable for business, Mr. Tuan's concern is still present because many items and purchasing facilities do not have input invoices.
Faced with these problems of business households, experts affirmed that the new policies still ensure flexibility and harmony between management and social security. Tax declaration and payment still have their own mechanism, in accordance with actual operations.
Mr. Tran Tat Duc, Deputy Head of the Department's Business Department, Accounting and Legal Affairs of the Tax Department of Ho Chi Minh City Sub-Department 16, shared and answered the benefits that the declaration method brings.
Accordingly, business households can proactively determine revenue and tax payable based on actual business results, instead of based on estimated contracts, ensuring fairness and suitability to the business situation at each time.
The declaration method encourages business households to build complete accounting books and valid documents, creating a premise for easy conversion to small and micro enterprises. Clear financial records help business households easily access credit, supply chains, and preferential policies from the state.
Business households can issue electronic invoices themselves, helping to enhance reputation, brand and facilitate transactions with large organizations in the modern business environment.
The conference also introduced financial, credit and information technology solutions to business households. In particular, the signing ceremony of cooperation between the Bank and business households was carried out, opening up opportunities to access preferential loans.
