Regarding the incident of 2 billion-dollar traffic projects in Ia Pa commune (Gia Lai) that have just been invested in for repair and have been damaged, the Department of Construction of Gia Lai province has established a team to conduct an on-site inspection and discovered many shortcomings in the repair process.
Commune "dures not" to hand over due to serious road damage
Quang Trung Street is more than 530m long, starting at DT662B and ending at the intersection with Truong Son Dong National Highway. This is the inner-city route of the old Ia Pa district (now Ia Pa commune), invested in construction in 2003 with a 17m wide road surface, a plastic canopy structure on the foundation layer with 30cm thick crushed stone.
In 2020, this road appeared damaged and was repaired by the People's Committee of the old Ia Pa district with the district budget, but after only a few years it deteriorated again.

Hung Vuong Street - the main axis through the center of the old Ia Pa district - was invested in since 2003 with a road surface width of 5.5m. In the 2017-2020 period, the People's Committee of the old Ia Pa district invested in expanding a section of 2.17km long, raising the road surface to 14m, with a plastic page structure on the foundation layer with 35cm thick crushed stone. However, this road is now damaged and peeling.
In early April 2025, the People's Committee of the old Ia Pa district approved the investment policy to repair the above two routes with a total cost of 2.2 billion VND (1.1 billion VND per route). The project started in May and is expected to be completed in August 2025.
These two projects are invested by the old Ia Pa District Investment and Construction Project Management Board (now the Ia Pa Area Investment and Construction Project Management Board); Quang Minh Tuan Company Limited is the construction unit and Quang Minh Phat Joint Stock Company is the supervision consultant.

After 3 months of construction, the project has completed the entire volume. However, after a short time, both roads have appeared damaged, peeling, and sunken, affecting people's travel and causing public skepticism about the quality of the project.
indignantly, on August 18, 2025, Mr. Tran Van Gi. (born in 2019, residing in Gia Lai province) has filed a complaint with the authorities. In the petition, Mr. Gi. accused Mr. P.C.S - Director of the old Ia Pa District Investment and Construction Project Management Board - of showing signs of lax management and lack of responsibility, allowing construction to not comply with approved design documents, cutting and showing signs of project leakage.
Up to now, these two routes have not been received by the People's Committee of Ia Pa commune due to serious damage, which risks causing unsafety for traffic participants.
Temporary and ineffective repairs
Through the inspection of the current status, the Department of Construction found that the entire volume of repairs to potholes and subsidence on an area of over 2,900m2 within the design repair area of Quang Trung Street was damaged; in particular, the locations of the asphalt leaves protecting the road surface were basically stable.
On Hung Vuong Street, the repair volume of potholes, subsidence, and plastic blades on an area of over 7,000m2 (belonging to the repair area according to the design) is all damaged. In addition, these two routes also have many damaged spots outside the design scope.
After inspecting the two routes, the Department of Construction determined that the scale of investment and repair was inappropriate, fragile, temporary, and did not ensure investment efficiency in terms of economy and technology. Therefore, the investor and related units are responsible for checking, assessing the causes of damage and having thorough solutions.
"The Project Management Board is fully responsible for causing damage to the two projects; together with relevant parties assess the causes and have solutions to thoroughly handle the damaged locations. Reviewing the responsibilities of organizations and individuals participating in the project.
Ia Pa Commune People's Committee directed the Commune Project Management Board to urgently overcome the project's shortcomings; closely monitor the repair process. Direct to clarify the responsibilities of investors, individuals and units involved in project implementation", the Department of Construction recommended.
Reviewing investor's responsibility
On November 1, Mr. Le Tien Manh - Chairman of Ia Pa Commune People's Committee - said that next week, the locality will hold a meeting to review the responsibilities of the investor and related parties in implementing the repair of the two roads.
Mr. Manh also said that after checking, there were no signs of withdrawal as reported by the citizen, because one project (Quang Trung Street) was under warranty; the remaining project (Hung Vuong Street) was under construction and had not been accepted or paid. The locality is currently synthesizing opinions to respond to citizens' complaints.
