On April 16, Chairman of Hanoi People's Committee Vu Dai Thang chaired a dialogue conference with small and medium-sized enterprises in the city in 2026.
Speaking at the closing of the conference, Chairman of the City People's Committee Vu Dai Thang affirmed that the reception and listening to business opinions is not limited to the conference framework, but will continue to be maintained regularly in the coming time; opinions will be summarized, researched and fully responded to.

Through surveys and opinions at the conference, Mr. Vu Dai Thang also frankly acknowledged that there are still many shortcomings and limitations. In which, administrative reform in some fields is still slow and not synchronized; procedures are still complicated, causing time and costs for businesses; coordination between agencies is not really close.
Some fields such as taxes, electronic invoices, customs, and digital transformation still have problems in the implementation process; support systems have not met requirements. The issue of production land and land access is still difficult; science and technology policies have not really been effective; the shortage of highly skilled labor is still occurring.
In particular, the city seriously acknowledges that there is still a phenomenon of a part of officials not being truly proactive, not accompanying businesses. The city requests to take responsibility for these limitations and will have solutions to overcome them in the near future.
In the coming period, Hanoi faces great development opportunities with three important foundations: Resolutions of the Central Government on the development of the Capital; Capital Planning with a 100-year vision; and new mechanisms and policies that will be considered and approved by the National Assembly. These are important conditions to create new development space and improve competitiveness for businesses.
In that spirit, the city clearly defines the viewpoint that businesses are the center, the driving force of growth; in which the private enterprise sector, small and medium-sized enterprises play a core role. The government strongly shifts from "management" to "service", taking people and businesses as the targets of service.
Chairman of the City People's Committee Vu Dai Thang committed to continuing to promote administrative reform, reducing procedures and costs for businesses; building digital government, improving the quality of online public services; publicizing and making information about planning and land transparent; supporting businesses in digital transformation and access to credit; regularly maintaining dialogue activities, receiving and processing recommendations.
For departments and branches, Mr. Vu Dai Thang requested to urgently review, summarize and fully respond to business recommendations within a maximum of 30 days; strictly implement the Government's direction on cutting at least 50% of unnecessary administrative procedures. At the same time, strengthen administrative discipline and order; strictly handle acts of causing trouble and harassment to businesses.
On the side of the business community, Mr. Vu Dai Thang proposed that it is necessary to proactively improve management capacity, promote innovation, digital transformation; financial transparency; strengthen linkages, form value chains; improve prestige and competitiveness in the market. The city is committed to always listening, accompanying and acting for the development of businesses.
Mr. Vu Dai Thang believes that, with high determination and the efforts of the whole society, Hanoi Capital will achieve the set development goals.
