Attending the meeting were Mr. Nguyen Anh Tuan - Member of the Party Central Committee, Secretary of the Party Committee, Chairman of the Vietnam General Confederation of Labor (VGCL) - Chairman of the Fund Management Council (taking over the position of Mr. Nguyen Dinh Khang - who has been transferred); officials in the fund management council; the supervisory board and 3 branches of the Golden Heart Charity Fund (TLV Fund) in Can Tho, Dong Thap and Tay Ninh.
Reporting on the 2025 activities of the TLV Fund, Ms. Phan Thu Thuy - Deputy Editor-in-Chief of Lao Dong Newspaper, Deputy Director of the Fund - said that in 2025, the TLV Fund continued to effectively implement support activities with total revenue reaching 35.019 billion VND, total expenditure reaching 37.278 billion VND.
In which, border and island support: Spending more than 10 billion VND to repair Song Tu Tay island clinic, build specialized boats and support soldiers and people in Truong Sa island district. Education infrastructure: Supporting 1.3 billion VND to build Ea Bong Primary School (Dak Lak) and 300 million VND for Phu Luong Kindergarten branch (Hoa Binh). Caring for Tet and social security: Lunar New Year 2025, the Fund spent more than 645 million VND to support 2,662 workers and laborers (CNLĐ) in difficult circumstances and people who have to be treated in hospitals during Tet; Awarding 375 scholarships (425 million VND) to children of workers and laborers overcoming difficulties in Phu Tho, Bac Ninh, Dong Nai, Tay Ninh provinces...
Mobilized and promptly supported more than 2.58 billion VND (including goods), and presented more than 1,000 gifts to support people and union members and workers affected by storms and floods in Lam Dong, Dak Lak, Hue provinces...
The "Life Situation" section in Lao Dong Newspaper published 98 articles, mobilizing more than 1.167 billion VND for 120 difficult circumstances.
Speaking at the bridge points, Ms. Le Thi Suong Mai - Chairwoman of the Can Tho City Labor Federation, Head of the Management Board of the TLV Fund Branch in Can Tho; Mr. Tran Le Duy - Chairman of the Tay Ninh Provincial Labor Federation and Ms. Huynh Thi Tuyet Vui - Chairwoman of the Dong Thap Provincial Labor Federation, Head of the Management Board of the TLV Fund Branch in Dong Thap said that in the past time, the TLV Fund Branch in localities has promoted flexibility in caring for workers in the locality.
After implementing 2-level government and merging a number of provinces and cities, the Branches have taken over a number of charity funds from the Labor Federations before the merger; Long An Branch is proposing to adjust its operating model to suit Tay Ninh province after the merger, but despite changing the model or taking over old funds, the Branches still ensure that the social and charity programs of the Trade Union in the locality are still maintained to operate well, taking care of union members and workers (NLĐ).
VGCL President Nguyen Anh Tuan assessed that after 30 years of operation, the TLV Fund has had many imprints, caused a stir, and implemented many meaningful programs. In 2025, the TLV Fund will continue to maintain good operations, effectively implement revenue and expenditure, and have many meaningful programs to support borders, islands, education support, and accident workers... contributing to promoting its role and doing well in social activities in the area.
In 2026, to celebrate the 30th anniversary of the establishment of the TLV Fund, organizing a series of welcoming activities is very necessary; it is proposed that the Board of Directors of the Fund continue to study and propose meaningful projects, start construction on the occasion of the 30th anniversary, sticking to fields such as education, health, digital transformation, cultural development... to practically implement the key resolutions of the Central Government issued in the past time.
Regarding the operation of 3 branches of the TLV Fund, Mr. Nguyen Anh Tuan requested the Board of Directors and Branches to implement according to Decree 03/2026/ND-CP of the Government and the amended and supplemented Charter being submitted to the Ministry of Home Affairs for approval.
The Golden Heart Charity Fund was established in October 1996 at the initiative of Lao Dong Newspaper; in August 2010, the Presidium of the Vietnam General Confederation of Labor decided to upgrade it to the Golden Heart Charity Fund with 2 founding agencies being the Vietnam General Confederation of Labor and Lao Dong Newspaper, in which Lao Dong Newspaper is the direct operating unit. The Fund is currently operating under the Charter recognized by the Ministry of Home Affairs in Decision No. 1288/QD-BNV dated November 5, 2010.
With contributions in 30 years of operation, the Fund has been honored to be awarded the Third-class Labor Medal (in 2001, 2016), Second-class (in 2006, 2021), First-class (in 2012) and has been awarded Certificates of Merit many times by the Prime Minister.
