Business households gradually get used to new ways of doing things

At first, I was very afraid of incorrect declarations, afraid of being fined, but after being guided, I found it not too complicated. I also use sales software, the technology company guides quite specifically, and there are support and incentive programs for business households, so we are also more reassured" - Ms. Hanh shared.

Along with the online guidance program, many business households are also directly supported by tax officials in the business area. At markets and business streets, tax authorities arrange support teams to guide the use of electronic tax software, electronic invoices, electronic tax declaration and payment. Initial changes may make business households confused, but when there are specific guides, many households are familiar with the new method.

Mr. Tran Van Minh - a grocery business household in Tay Ho district - said that initially he was quite confused when using the software and electronic tax declaration. However, when the tax authority organized support sessions in the area, tax officials directly guided him on how to use the software to sell goods, record revenue and pay electronic taxes through the bank, so he gradually got used to the new approach.

At first, I thought it was very complicated, but when I was directly instructed, I found it not difficult. Now I record daily revenue on the software, then summarize it to declare. If there is anything unclear, ask the tax official or the software provider, they will support you" - Mr. Minh said.

Many organizations and units accompany business households

Along with tax authorities, many businesses providing electronic invoice services, sales software, and accounting software have also implemented preferential programs and free support for households and individuals doing business in the early stages of conversion.

According to information published on the website of the Tax Department, 38 organizations providing electronic invoice solutions and services have sent information about programs to support households and individuals doing business to deploy electronic invoices generated from cash registers with many forms of incentives and promotions, from free software, service fee reduction to initial deployment support.

Commercial banks also participate in supporting business households by connecting the banking system with the tax authority system, helping people to pay taxes electronically conveniently.

Accompanying business households from the early days of conversion, Mr. Nguyen Van Dai - Director of the business household and micro-enterprise customer segment, PVcomBank - said that currently business households are facing quite a few barriers in the conversion process, especially when implementing regulations related to electronic invoices, declaration and tax payment. The biggest difficulty is the initial cost when installing equipment, installing sales software, accounting software, maintaining electronic invoices and digital signatures. The psychology of hesitation in tax declaration and performing administrative procedures is still quite common, many business households believe that procedures are complicated, so they are still reluctant to convert. “We have coordinated with tax authorities to implement many solutions to support business households. The features on the banking application have been connected to the tax authority's system, helping people to pay taxes electronically conveniently. The bank also implements support programs such as giving away sales software, giving away electronic invoice packages, free digital signature maintenance in the initial period, giving away speakers to announce balance fluctuations, free installation and maintenance of POS machines to support non-cash payments" - Mr. Dai shared.

In addition to technology and service solutions, banks also support capital sources for business households. Business households operating transparently, with clear tax declarations, and stable cash flow through banks can borrow capital at preferential interest rates. Loan procedures are simplified, and banks can grant credit limits of up to 36 months.

Not emphasizing inspection and sanctioning in the early stages of transition

Mr. Mai Son - Deputy Director of the Tax Department - said that the tax authority understands the concerns and worries of business households when switching from the presumptive tax method to declaration, especially concerns about errors in declaration, not firmly grasping regulations, and the risk of being penalized or recovered from previous years. Therefore, in the initial stage of implementing declaration tax for business households, the tax authority does not put much emphasis on inspection and penalization but prioritizes reminding and guiding taxpayers to get acquainted with the new method.

However, for the transition process to take place smoothly, it is not possible to just rely on the efforts of the tax sector, but it is necessary to have synchronous coordination of relevant agencies in completing digital infrastructure, connecting data and popularizing digital skills for people. Associations and industry associations also play an important role in propagating and supporting members to adapt to new management methods.
