New system operates smoothly
Implementing Resolution No. 18-NQ/TW of the Central Executive Committee on restructuring the apparatus and Resolution No. 57-NQ/TW of the Politburo on developing science, technology, innovation and digital transformation, the Customs sector has proactively prepared and transformed the information technology system to meet the two-level local government organization model from July 1, 2025.
From 10:00 p.m. on June 30, 2025, the customs information technology system will temporarily stop receiving declarations to update in accordance with the new organization at regional customs branches in 34 provinces and cities. Within 7 hours, with the coordination between the IT Data Center - Customs Department and regional branches, along with domestic and foreign technology companies, the entire professional system including VNACCS/VCIS, electronic customs clearance, tax accounting, manifest, risk management, terminal software... has been upgraded synchronously.
By 5:00 a.m. on July 1, 2025, the system was completed and officially put back into operation. The first batch of goods was registered at 5:00 a.m. at the Customs Branch of Region 4 for export to the European market. The completion of the conversion in a short time, without interruption of customs clearance activities, is considered a step forward in the modernization journey of the Customs sector, demonstrating the serious spirit and determination to implement the resolutions of the Party, State and the direction of the Minister of Finance.
On the first day, the system recorded a total of 50.3 thousand customs declarations (including 25.7 thousand export declarations, 24.6 thousand import declarations), the total import-export value reached 2,281.8 million USD (of which exports were 1,099.2 million USD, imports were 1,182.6 million USD). The state budget revenue as of 5:00 p.m. on July 1, 2025 was VND 762 billion.
The Customs sector said that although the system is operating stably, it is still proactive in forecasting possible situations related to connections with ministries, branches, the Treasury, banks and the ASEAN one-stop gateway. Therefore, technical and professional support teams have been strengthened at all levels to be ready for timely handling, ensuring smooth import-export activities of enterprises.
Increasing transparency with the automatic mechanism of civil servant assignments
From July 1, 2025, the Customs sector officially deploys an automatic mechanism for assigning civil servants to check customs records on the VNACCS/VCIS system for declarations in the gold and red streams. This is a specific step to realize Resolution No. 57-NQ/TW dated December 22, 2024 of the Politburo, in which it is identified as the development of science, technology and digital transformation as the first breakthrough to bring the country to breakthrough development.
The new mechanism helps eliminate subjective intervention in the process of assigning documents for inspection, improving publicity and transparency, contributing to preventing negativity and increasing public service discipline. This automation also helps shorten customs clearance time, creating maximum convenience for businesses.
At the same time, this process requires civil servants at customs branches to have comprehensive professional qualifications and be able to handle situations that arise in many fields, from file inspection to customs clearance supervision. Automatic assignment is not only a modern management tool but also a mechanism to help standardize and improve the quality of the civil servant team performing professional tasks.
