At the premises of this gas business establishment, a series of gas cylinder shells with many different brands are gathered, including: PetroVietnam Gas, TPH Petro, DaiHaiPetro, Clean Energy, Siamgas, TotalEnergies, Sellen Gas, Van Loc Petrol Gas, Petrol Hong Ha, New AB Peron Gas and TDLC Petrol.
Among these, the TDLC Petrol brand is a product belonging to Hai An Chemical and Oil and Gas Service Trading Joint Stock Company - Lao Cai Branch. Working with the inspection team, the enterprise presented documents related to the exchange of cylinder shells and sending goods.
The company provided minutes of the shell exchange agreement with Son Yen Co., Ltd. (Dien Bien province), the distributor of brands such as Sellen Gas, Thang Long Petro, Venus Petrol Gas, TL Gas, Gaz Dat Viet, TL Petro, GP Petrol, New AB Petrol, F Petrol Gaz.
The minutes were signed on January 1, 2024, valid for 1 year and expired from January 1, 2025.
In addition, the enterprise also presented minutes of shell exchange with Huy Hieu Gas Co., Ltd. (Son La province), distributing brands including: Sellen Gas, Thang Long Petro, Venus Petrol Gas, TL Gas, Gaz Dat Viet, TL Petro, An Binh, New AB Petrol Gas, Petro Hoang Long Gas, Aseam, Phuc Khang Petro, PK Petro, HTG Petro, Vishin Petro.
This minutes was signed on June 1, 2023, valid for 2 years and expired from June 1, 2025.
Regarding the activity of sending goods, Hai An Company - Lao Cai Branch signed a contract with Huong Tan Private Enterprise (Lao Cai ward) to send gas bottles bearing the Petrol Vietnam and Thang Long Dat Viet brands, valid from December 23, 2025 to the end of December 23, 2026. This contract is currently valid.
However, the contract to send goods with Tan Phuc Hung Trading Joint Stock Company, related to Thai Duong Petro, TDLC Petrol, TD Petro and Siam Gas brands, signed on December 10, 2024, is only valid until December 31, 2025 and has expired at the time of inspection.
Thus, out of a total of 2 records of exchange of packaging and 2 contracts for sending goods presented by the enterprise, 2 records and 1 contract are no longer valid.
In addition, at the time of inspection, reporters recorded that some workers were burning gas cylinder shells right in the factory premises.
Not yet licensed by the Ministry of Industry and Trade
Talking to reporters, Mr. Hoang Van Lieu - Director of Hai An Chemical and Oil and Gas Trading and Service Joint Stock Company - Lao Cai Branch said that the unit is currently carrying out leveling activities with an average output of 100-150 tons of LPG gas per month.
According to Mr. Lieu, burning shells is to serve the stage of repainting cylinder shells. At the same time, he said that storing shells of many different gas companies is a common situation at business stations, because during circulation, agents when delivering gas to people often recall shells that are not of the same brand.
To ensure safety, these shells need to be gathered at the station, then carry out procedures to exchange with relevant airlines.
The factory director also said that the operation of burning gas cylinder shells is only allowed for some cylinder shells of the TPH station because the unit has a contract to paint and maintain rusted shells, not applicable to all gas companies.
However, he also admitted that the painting and repair of LPG cylinder shells must be licensed by the Ministry of Industry and Trade and currently, the unit has not been licensed to carry out this activity.
Regarding local management, Mr. Nguyen Kien Quoc - Head of Market Management Team No. 5 said that in the past time, the market management force has been assigned to closely monitor the area, strengthening the grasp of the operating situation of gas business establishments.
According to Mr. Quoc, during the inspection and control process, there are still contents that have not been detected and grasped promptly. When there are signs of violations, the market management force will receive information, organize inspection and verification in accordance with professional procedures.
The inspection is carried out based on information sources or through grasping the actual situation. In case violations are detected, we will handle them strictly according to the provisions of law," Mr. Quoc emphasized.
