Since taking over the management and operation of Dung Quat Oil Refinery, Binh Son Refining and Petrochemical Joint Stock Company (BSR) has identified the importance of fire prevention and fighting (FPF), ensuring absolute safety for the plant. Therefore, Dung Quat Oil Refinery is equipped with a modern fire prevention and fighting system, with a design that complies with Vietnamese standards/regulations and international standards NFPA, API... on fire prevention and fighting.
In particular, the fire protection system design at the factory was approved before construction and granted full fire protection conditions before Dung Quat Refinery was put into commercial operation.
At BSR, the fire protection system includes: Gas detection and fire alarm system (fire detector, combustible gas, toxic gas, etc.); fixed fire protection systems; mobile fire protection equipment/vehicles. Each fire protection equipment/assembly has a periodic care, inspection, testing, calibration and maintenance program.
Since putting Dung Quat Oil Refinery into operation, BSR has focused on building a safety management system and was certified by the international organization DNV to meet the requirements of OHSAS18001:2007 and ISO 14001:2005 standards on March 8, 2011.
BSR's safety management system has also been re-certified by BSI to meet ISO 45001:2018 and ISO 14001:2015 standards on February 19, 2020, with 158 procedures and professional instructions on safety, health, environment, and fire prevention and fighting.
In addition, BSR's Health, Safety and Environment management system is also assessed by third parties such as PSRG (USA); Dupont Sustainable Solution to find opportunities for continuous improvement.
With the fire prevention and fighting work being implemented extensively and effectively, since Dung Quat Oil Refinery started operating, there has been no fire or explosion incident affecting the safe and continuous operation of the Plant and BSR has reached the milestone of 45 million safe working hours, no work accidents resulting in lost workdays (since June 2, 2014) on April 11, 2024. BSR's next target is to reach 50 million safe working hours.
Safety culture is built on the basic foundation of leadership commitment to safety; concern for sharing hazards, impacts on people, the environment and machinery and equipment; realistic and flexible assessment of hazard prevention principles and continuous reflection on implementation through analysis, monitoring; feedback from employees.
Over many years of formation and development, BSR has gradually built a safety culture with many programs and activities that have been widely and effectively implemented within the company and spread to contractors.
BSR constantly improves and perfects management systems such as safety - health - environment; organizes safety training for employees and contractors working at the factory; carries out safety supervision during construction, maintenance and repair; organizes regular meetings on safety - health - environment with contractors regularly working at the factory.
