Vietnam Expressway Corporation (VEC) issued Decision 941/QD-VEC prohibiting Tien Duc Mechanical and Construction Trading Joint Stock Company (Tien Duc Company) from participating in bidding packages invested by VEC for a period of 3 years from the date of issuance of the decision.
Tien Duc Company is located in Luu Xa village, Thuong Phuc commune, Hanoi city.
The reason for the bidding ban identified by VEC is that the contractor violated the regulations on prohibited acts in bidding activities according to Clause 4, Article 16 of the Bidding Law No. 22/2023/QH15 when participating in bidding package SC2-CGNB-2026. (Bidding package to replace the traffic safety system according to QCVN 41:2024/BGTVT and paint road markings for the entire Cau Gie - Ninh Binh expressway).
Comparing Clause 4, Article 16 of the Bidding Law, prohibited bidding acts include: Fraudulent acts including forging or falsifying information, dossiers, documents in bidding; intentionally providing untruthful, unobjective information and documents in bidding documents to falsify contractor selection results.
Previously, package SC2-CGNB-2026 was priced at over 24.4 billion VND, and was organized by VEC for open bidding in a one-stage, one-slot bidding method.
The bid opening minutes show that 2 contractors participated in the bid. In which, Tien Duc Company offered a price of more than 20.16 billion VND, lower than the package price by about 4.24 billion VND.
According to bidding documents, the bidding package belongs to the project to replace the traffic safety system according to QCVN 41:2024/BGTVT and paint road markings on the entire Cau Gie - Ninh Binh expressway, the contract implementation time is 120 days.
